  1. NCEM Area Coordinator Incident Response; “On Scene Responsibilities”

  2. “Supervises State resources as the On-scene Coordinator responding to an incident/event under the delegated authority of the Secretary of Crime Control and Public Safety in accordance with North Carolina General Statute 166A by providing supervision, coordination and technical expertise to ensure an effective and efficient response and recovery.” • Respond when State resources are requested by County EM and approved for deployment by NCEM Duty Officer. • RRT, USAR TF, SMAT, NC HART, & CST require on scene response for Area Coordinators if deployed. • SBI, SHP, & DOT deployments do not require automatic Area Coordinator response. (However!) • Circumstances could lead to a need for an Area Coordinator to respond to any event. • Act as Liaison to state resources for the IC/UC, and the POC for responding State and Federal resources.

  3. “Negotiate, recommend and process resource requests based on knowledge of local capability and in accordance with Local, State and Federal regulations and policies.” • Act as State Agency Representative to the Incident Commander on the event to answer questions related to state resource capability and availability. • Work with local EM and Incident Commander to determine most appropriate use of state resources, and assist with coordination of county-to-county mutual aid resource deployments.

  4. “Gather, maintain and report situational information on incidents / events as prescribed by agency policies and procedures based on NIMS Criteria.” • Relay regular situation reports back to the SEOC. • This keeps the Division Director, the Department Secretary, & the Governor apprised of the situation. • Updates allow for the completion of the State EM-43 Incident Reports.

  5. “Advises local appointed or elected officials, (EM, PIO, Agency Reps, County Manager), on the development and release of information to the media and public on response and recovery efforts.” • Provide guidance to local authorities with respect to NIMS, ICS, & Public Information. • Act as POC for state dignitaries that may show up on scene, introduce to IC and other pertinent players.

  6. “Performs a variety of leadership positions within the ICS during the activation of an RCC to direct and resolve interagency and intergovernmental issues regarding incident management policies, priorities and strategies using the current NC FSOG.” • Could perform these functions on an event if necessary, or could provide guidance for the successful implementation of Incident Command System, if not in use prior to arrival.
