JapanCustoms’ Technical Assistance (Objective) Facilitation of International Trade = Facilitating legitimate international trade would lead reduction in trade cost Proper Revenue Collection = Appropriate collection of the revenue would potentially increase the total amount of revenue Ensuring Security and Safety = Ensuring Security and Safety would promote national economic prosperity and social development

Customs Technical Assistance Framework WCO Scheme Expert missions, Regional seminars, WCO Fellowship Program, WCO Scholarship Program, etc • CTB (Customs and Tariff Bureau) Scheme • Training courses focusing on specific field, Expert missions, Regional seminar • Evaluation and follow-up missions. • JICA Scheme • (Japan International Cooperation Agency) • Group training courses, Country focused training courses • Cooperation projects including long term and/or short term expert missions

Japans’ Contribution through the CTB scheme (Overview) The CTB scheme started in 1996, with a view to providing partner countries with flexible and tailor made assistances, which also complement the other two schemes. • (Activities in FY 2010) • The amount of budget : €1.7Miliion • 22 training courses held in Japan accepting 387 customs officers from partner countries • 50 Japan customs officers were dispatched as short term experts • Major areas of activities: • HS classification • Valuation and PCA • Rules of Origin • Customs clearance and measures for trade facilitation • IT • IPR • Risk management and information analysis • Management of training courses

Japan’s Contribution to the WCO Capacity Building Activities (Overview) Japan has provided a voluntary contribution to the Customs Cooperation Fund (i.e., CCF/Japan Fund), with a view to actively contribute to the WCO’s capacity building activities since 1989. • (CCF/Japan Fund in 2010/2011) • The amount of contribution : €4.2Miliion • Financed 50 activities such as Regional/National Seminars and workshops • Major areas of activities: • Revenue Package • SAFE FOS including Diagnosis Missions • Revised Kyoto Convention • AEO • Risk management • IPR • 2012HS amendments • Human Resource Development Programs: • Fellowship Program: 4-week at the WCO and 2-week in Japan (English/ French courses) • Internship Program: 1-year at the WCO and 2-week in Japan • Scholarship Program : 1-year post graduate courses for Public Finance and IPR in Japan

  6. Japan’s Contribution though the JICA scheme (Overview) Japan customs, in cooperation with the JICA, has assisted capacity buildings of partner countries since 1970. Especially, Japan customs has carried out long-term projects including long term and/or short term expert missions. • (Major ongoing projects where the long-term experts stationed) • Indonesia: trade procedures • Vietnam: training system for customs officers • Malaysia: trade facilitation measures including AEO • Philippines: Information analysis and customs modernization • Cambodia: customs policy and customs modernization • East African Community Members (Kenya (experts stationed), Tanzania, Uganda, Rwanda and Burundi): One Stop Border Posts (OSBPs), nurturing master trainers in customs valuation, HS classification, information analysis, etc. • Botswana (long term expert stationed) and Namibia : One Stop Border Posts (OSBPs), nurturing master trainers in HS classification, etc.
