  2. The Importance of STEVE • NAPHSIS Past President • State and Territorial Exchange of Vital Events • A secure electronic messaging system (but NOT like EVVE) • Intelligence Reform • Good Business Practices

  3. Intelligence Reform Regs • Very rapidly report fact of death to state of birth • Flag birth records “deceased” to protect them from fraudulent use • For completeness we need inter-jurisdictional exchange (“IJE”) and STEVE

  4. STEVE Will Speed Things Up • Electronic exchange through STEVE can be as often as sending partners want • STEVE will send batches of any size, even one record at a time • Once a file is in place, STEVE will parse and send it automatically

  5. IJE Methods Now - CA • California sends notification of about 120,000 deaths/year to birth jurisdictions • Each is a plain paper copy of the death certificate • 300+ REAMS of paper + postage • Secure??? Hardly!

  6. STEVE is Better • Paperless • Secure • No more batch printing, packaging, postage • Huge savings in staff time

  7. Other Notification Methods • Line listings • Abstracts • Each jurisdiction’s format is different • NCHS SDN/VRX – used by too few

  8. STEVE: One Exchange Method • STEVE builds on knowledge gained from NCHS’ SDN/VRX system • All events will be sent and received in same format • Standard “roster” record layout is posted on NAPHSIS website

  9. STEVE for Complete Data Files • Send data to place of residence • Deaths • Births • Fetal deaths • ITOPs • Receive data for your jurisdiction’s residents

  10. STEVE Will Send It All • File layouts for exchanging births, deaths, fetal deaths, and ITOPs have been developed and posted • Out-of-jurisdiction resident events can also be exchanged in batches of any size or timing • Updated/edited replacement records can be sent

  11. Honor Sending State’s Limitations • Each jurisdiction has its own laws and regulations that differ widely • By signing IJE Agreement you’re agreeing to use others’ events appropriately • Violations may occur, or data completeness may be unnecessarily compromised

  12. STEVE Manages “Permissions” • Sending partners specify their jurisdictions’ limitations on data use when “setting up” STEVE • Sending partners may specify data elements to be given to each program • STEVE is more detailed and flexible than IJE Agreement “Matrix” of permissions

  13. STEVE for Receiving Partners • STEVE makes it easy to honor others’ data restrictions • Receiving partners will only receive data elements they can use • STEVE allows different programs to obtain different data elements in their own “mailboxes”

IJE’s Major Challenges • Getting information from jurisdictions can be slow, unpredictable, or impossible – STEVE is faster • Sending information can be expensive and time consuming – STEVE is cheaper • Knowing and honoring others’ data use restrictions can be unbearably complex – STEVE is simpler
