OPERATIONAL STRATEGY • 4 STRATEGIC OBJECTIVES IN SUPPORTING THE PRIVATE SECTOR Access to finance The overall goal of this programme (in collaboration with the EIB) is to support the development of the SME sector in the Caribbean region through improving access to finance. The main strategies are: Pre and Post Investment Support to SMEs identified by the financial institutions Building Capacity of the PARTNER Financial institutions in SME Finance

PROGRAMME EXAMPLES AGRO INDUSTRY Root Crops -Commercialisation of disease free planting material -Phase I-Study tour -Phase II – Support for propagation technologies, new varieties testing and training in GAP and other solutions Nutmeg -Market Research/Value added products -Bio-technology capacity building -Food safety -Branding Cocoa -Productivity improvement -Quality control and Food-safety -Support to small-scale cocoa manufacturers and chocolate makers -Promotion of Agro-tourism related to cocoa Honey -Technical Assistance to Caribbean Bee Keepers and Clusters. The overall goals of the project are: to increase the production of honey, improve quality to achieve premium prices and increase overall revenue and sustainability of the industry. -Phase I Diagnostic was completed in 2011 -Phase II implementation will be committed for 2012 – 2013 and will 11 Countries; Mango -Product development -Sensory testing -Commercial manufacturing feasibility -Controlled demonstration farm Others: Macadamia (pilot), coconut (pipeline)

PROGRAMME EXAMPLES ECO-TOURISM Travel Foundation Co-financing with the Travel Foundation, support to hotels in Barbados, St. Lucia and Tobago (55 hotels) in waste prevention and separation and water and energy conservation efforts in order to ameliorate the negative impact the tourism sector has on the environment and to improve the competitiveness of the hotels. Tourism Development Company (TDC) – Green Globe (now EARTH CHECK) and HACCP in 7 hotels The project aims to certify 7 SME hotels in Trinidad and Tobago in environmental and food safety standards. This is a pilot project. The long term objective is to promote integrated management systems - environmental and food safety standards in the wider tourism community and in particular, SME hotels. Caribbean Energy Action Caribbean Hotel Energy Efficiency Action Program (CHENACT) Beneficiary: Caribbean Hotel & Tourism Association (CGTA); Barbados Promotion of the competitiveness of CHTA member SME Hotels in the ACP Caribbean region through improvements in energy efficiency. (CDE is a co-financing partner with IADB, CTO, CHTA, among others)

PROGRAMME EXAMPLES COMPETITIVENESS ENHANCING Dairy CEI-RD (Centre for Exports and Investment)Quality Management and Food Safety Management Systems in Exporting Companies. 18 companies; role out to 100 companies Preparation of 18 companies for quality and food safety certification, implemented in 2 phases : Phase I - Gap Analysis / Diagnostic Phase Phase II – Detailed Implementation of Standards Conaleche(dairy regulatory body) GoodManufacturing Practices (GMP) in the Small and Medium-Sized Dairy Companies The long term strategic objective of the project is to promote self sufficiency in dairy, access to secure markets and to promote exports of dairy products from the Dominican Republic under the various trade agreements, DR CAFTA, DR- CARICOM as well as the CARIFORUM-EU EPA.

  14. PROGRAMME EXAMPLES COMPETITIVENESS ENHANCING IN SERVICES The Energy Chamber (South Trinidad Chamber) - The Energy Industry Competency Development Initiative (EICDI) - sector wide initiative. Phase I - Establish framework, identify key positions, develop a competency strategy document and competency standards for key positions Phase II - Implement framework, conduct assessment for key positions in selected companies, identify competency gaps Phase III - Train to close the gaps CMA (Caribbean Marine Association) Tools to strengthen the organisation The specific objective of this project is to build the capacity of the CMA to support the industry in policy dialogue and Caribbean yacht destination promotion, by developing the tools which would allow CMA to carry out its mandate on a sustainable basis: web portal, work programme, survey instruments. In 2012, they are expected to implement the work programme.

PROGRAMME EXAMPLES COMPETITIVENESS ENHANCING IN SERVICES CAIC/ CARICOM Secretariat/ OECS Secretariat/ in partnership with CDE Maritime transport project to support the formation of a cluster of the small, independent cargo vessels to operate under a centralized planning and logistics system which will improve the efficiency of intra-inland cargo services in the region. Phase I - Identification of boats, database, inspection, workshop and clustering Phase II - Formation, organizational structure, technical assistance and training plans to operate as pools in the Southern and Northern Caribbean
