FY 2014-15 Education Budget • HB14-1298 School Finance Act • Sponsors: Reps Hamner & Buckner / Sens Steadman & Kerr • Sets the statewide base per pupil funding amount for FY14-15 at $7,019 (includes HB1292 funds) • 2.8% inflation rate • Funds 15,644 new pupils • Sets amount of negative factor at prior fiscal year amount • Allocates $17.0M for 5,000 additional at-risk pre-school and kindergarten slots • Allocates $2.0M in FY2014-15 to the BOCES • Allocates $18.0M to ELL Program • Clarifies cost of living factor calculation and makes various additional program adjustments

11. Advanced Industries Incentives • HB14-1011 Advanced Industry Economic Development Funding (Sen. R. Heath (D)) / Rep. C. Gerou(R), D. Young (D)) • For 6 years beginning on July 1, 2014, the state treasurer is required to transfer annually $12M from the general fund to the advanced industries acceleration cash fund. • HB14-1012 Advanced Industry Investment Income Tax Credit (Sen. J. Kefalas (D)) / Rep. C. Gerou (R), M. Tyler (D)) • In order to qualify for the credit, an investor must invest a minimum of $10,000 in a business that qualifies as a Colorado advanced industry, which includes advanced manufacturing, bioscience, electronics, aerospace, energy and natural resources, infrastructure engineering, and information technology industries. Businesses must either have a headquarters located in Colorado or have at least 50 percent of its employees based in Colorado. • HB14-1013 Advanced Industries Workforce Development Program(Sen. N. Todd (D)) / Rep. S. Lee (D), M. Foote (D)) • The program reimburses employers with high-level internships and apprenticeships in an advanced industry for up to $5,000 in expenses associated with an intern or apprentice. Limits reimbursements to no more than 10 interns or apprentices per company, with no more than $2,500 of the reimbursement to cover the cost of a stipend to the intern or apprentice.

12. Career Training • SB14-015 Hospitality Career Education Grant Program (Sen. A. Kerr (D) / Rep. D. Young (D), J. Melton (D)) • Creates a grant program for hospitality education programs that operate at the secondary education level. • SB14-205 Talent Pipeline Working Group (Sen. L. Newell (D) / Rep. D. Young (D)) • Creates the Talent Pipeline Working Group to develop the annual Colorado Talent Report containing an update on the status of career pathway programs targeted at key industriesand an analysis of data regarding the skills required for key industry jobs. • Appointments & meeting schedule pending.

13. Degree Programs • SB14-004 Community College Four-Year Programs (Sen. N. Todd (D) / Rep. J. Wilson (R), J. May (D)) • Allows the state board for community colleges and occupational education to seek approval from CCHE for technical, career, and workforce development bachelor of applied science degree programs that may be offered at community colleges within the state system. • Greater access to a variety of degree programs and training across Colorado.

14. Assessments & Standards • HB14-1202 Local Accountability Requirements For School Districts Sen. (Sen. N. Todd (D), M. Scheffel (R) / Rep. R. Scott (R)) • Creates a task force to study the assessments, curriculum, cost of implementing assessments, timelines and how those interface with educator evaluation and district accountability measures. The study must also look at the feasibility of a district waiver system and examine how local and state assessments work together. • SB14-136 Delay Statewide Testing Study Academic Standards (Sen. V. Marble (R) / Rep. L. Saine (R)) - PI • Delays by one year administration of TCAP-developed statewide assessments in English language arts, mathematics, science, and social studies. Creates the Colorado Academic Standards Task force to study implementation of the new Colorado academic standards. • SB14-221 Statewide Social Studies Test Administration (Sen. A. Kerr (D), R. Zenzinger (D) / Rep. M. Hamner (D), D. Young (D)) – PI • Delays administration of the social studies assessment in high school by one yearand allows districts to utilize these assessments for sample data.

15. Educator Evaluation • HB14-1268 Non-Probationary Teacher No Indefinite Unpaid Leave (Sen. N. Todd (D) / Rep. J. Salazar (D)) – PI • If the teacher held non-probationary status as of May 20, 2010, the school district cannot place the teacher on unpaid leave, but must either 1) assign the teacher to a position that has the same level of salary and benefits as the teacher would have earned if he or she had not been removed, or 2) dismiss the teacher in compliance with the statutory due process requirements. • Ongoing legal issue with teacher’s union and school districts. • SB14-165 K-12 Academic Growth Performance Evaluation 2014-15 (Sen. A. Kerr (D), M. Johnston (D) / Rep. C. Peniston (D), C. Murray (R)) • Allows a local board to determine, for the 2014-15 academic year only, what percentage, if any, of the final level of effectiveness assessed to an educator in his or her final performance evaluation must be based on student academic growth.

16. Election & Voting Issues • SB14-158 Recall Elections How Conducted & Align Article XXI (Sen. P. Steadman (D), M. Jones (D) / Rep. D. Hullinghorst (D)) • Eliminates certain conflicts between the state and federal constitutions and state statute concerning recall elections and makes other changes in the conduct of recall elections. • Allows the use of mail in ballots for recall elections.

17. Higher Education - Funding • SB14-001 College Affordability Act (Sen. A. Kerr (D), C. Jahn (D) / Rep. M. McLachlan (D), L. Garcia (D)) • Limits tuition increases for undergraduate residents to 6%. • Appropriates $100.16M General Fund to CDHE. • HB14-1319 Outcomes-based Funding For Higher Education (Sen. N. Todd (D), K. Lambert (R) / Rep. M. Ferrandino (D), C. Holbert (R) • Creates a new mechanism for allocating state funds to institutions of higher education. • Requires that 52.5% of state financial support be devoted to per-pupil stipends, aka COF. • Sets additional requirements, including performance measures such as student retention and completion rates, for how the remaining portion of state financial support be allocated. Each FFS contract will be negotiated with CCHE and must include a combination of institutional role and mission funding, and institutional performance funding.

18. On-Line Education • 6-week Online Task Force convened during 2014 session. • HB14-1382 K-12 On-line Education (Sen. A. Kerr (D), E. Roberts (R) / Rep. D. Young (D), J. Wilson (R)) • Redefines on-line education in state statute. • Creates a task force to address on-line education program quality standards and practices for authorizers of multi-district on-line schools. • Task force will also design multiple pilot programs to explore initiatives to address specified issues in providing on-line education.

19. Post-secondary & Workforce Readiness • SB14-058 GED or High School Equivalency Examinations (Sen. N. Todd (D) / Rep. C. Murray (R)) • Changes the term general equivalency diploma or GED to high school equivalency examination throughout statute. • SB14-150 School Counselor Corps Grant Program (Sen. N. Todd (D), R. Zenzinger (D) / Rep. M. Hamner (D)) • Expands the Counselor Corps Grant Program and provides an additional $3 million in annual funding.

20. State Board of Education • Resolution on Statewide Assessments: • In April the SBE voted 4-3 to support a resolution asking the state to develop its own set of student assessments and to withdraw from the PARCC national assessment consortium.

Ongoing CDE Assessment Study • 2014 CDE assessment study by WestEd • Phase 1: February – April (update to State Board 5/14) • Phase 2: May – June • Phase 1 concerns • Student preparation is inadequate • Amount of time spent testing (HS time burden) • Cost of the system & utility of the data • Flexibility for local districts. • 4 pathways forward: • Continue implementation as currently scheduled • Maintain current implementation schedule with increased supports and policy adjustments • Purposefully delay portions of the system • Selectively eliminate specific assessments

Evolving CTE Issues Factors driving increased legislator interest in CTE: • Gap between workforce needs and skills of entering workers. • Projected growth in skilled occupations requiring technical certificate or credential beyond HS diploma. • Improving HS graduation rates by helping students see connections between programs of study and career opportunities in high-wage, high-demand fields. CTE is a clear component of economic and workforce development plans nationwide.

Evolving CTE Issues States are addressing CTE issues by incentivizing action: • “Carrot” polices to encourage HS students to earn CTE credentials. • Ex: Require CTE credential receipt as part of CTE honors diploma requirements. • Ex: Incorporate career-readiness measures in scholarship eligibility. • Ex: CTE dual enrollment credit programs. • “Stick” policies for schools and districts to ensure that CTE students are progressing toward career readiness. • Ex: Incorporate CTE measures in school and district accountability. • Development of supports for students at risk of falling short of career-readiness.
