Public and private sector roles in addressing animal health issues, #4 • Introduction HPAI has shown the urgent need for public veterinary services (in some countries) to adapt to the rapidly changing livestock sectors, in particular the poultry sector (NATIONAL)ANIMAL HEALTH SYSTEMS = the combination of all public and private sector animal health activities

Public policy making towards influencing and directing private strategies Condition: official public veterinary services need the organizational capacity, both human and in terms of infrastructure and logistics, to provide vision, leadership and control on national animal health issues.

  8. Conclusions Animal health services for the poultry sector are provided by both public and private veterinary services in nearly all countries. These make up a national animal health system that services and supports the poultry sector in its day to day activities and future plans for development. To strengthen these services there are urgent needs for: • Support to be provided to both the public and private veterinary services • Encourage and facilitate discussions between public and private sectors involved in poultry production • Understanding of the sector in all its aspects when setting public policy Public and private sector roles in addressing animal health issues, #8

Recommendations (i) Development of programmes to: • strengthen the public veterinary services in their role of dealing with: a) defining strategies and policies for prevention & control of TADs b) defining & enforcing animal health / food safety laws, regulations c) implement surveillance, detection & response to TADs and crises d) undertake epidemiological assessment and early warning • train on “Leadership and vision for national animal health systems”, dealing with: decentralization, enforcement in complex value chains, manpower needs, information sharing, defining roles, managing contracts Public and private sector roles in addressing animal health issues, #9
