  2. Colorado’s Multi-Use Network • The Multi-Use Network (MNT) is a public/private partnership to build a high-speed fiber-optic network to every county seat in the State of Colorado. • MNT changes the model for telecommunications pricing and accessibility for all users, public and private.

Benefits of MNT • Bridge the Digital-Divide • Increase economic development, particularly in rural Colorado. • Provide the needed bandwidth and accessibility to various opportunities, including: • Distance learning • Interactive learning • Aggregate state agencies communications traffic onto one statewide network. Tele-medicine Teleconferencing

  4. Benefits of MNT (cont.) • Create the backbone for e-government • Aggregate network traffic to reduce costs • Eliminate backhaul charges • Increase productivity • Enhance Connectivity

  5. MNT Model: Private Portion of Project • Qwest and subcontractors were the awarded private partners for the project to build the CHDN. • The CHDN is the vendor-owned telecommunications network backbone that extends to each of the 64 county seats. Colorado High Speed Digital Network (CHDN)

MNT Model: Public Portion of Project • The MNT is the portion of the CHDN that is used by the state, local governments and non-profits • Aggregating total communication usage from many current networks into a single network • The state serves as the anchor tenant to the CHDN through the MNT.   9. MNT Implementation • MNT was conducted in three one-year phases. • Fiscal Year 2000-01 to Fiscal Year 2002-03 • 70 Aggregated Network Access Points (ANAPs) implemented across the state. • The MNT will be complete June 2003

MNT Challenge:“Last Mile” Connection to MNT Solution: • DPA formally took over Beanpole project and proactively assisted in planning, technology and implementation. • State agencies and sub-political groups received technical expertise and support to connect to MNT • The state will become DSL aggregator for neighborhoods and small-business using copper technology already in place. • Some areas used other tactics to fund their “last mile” connections (fiber-optic cable, wireless).

  20. MNT Success:Project Model/Set-up • Public/Private Partnership is the key to the project’s success. Qwest is a strong partner. • Contract provided a reduced rate structure • Rates were reduced on all telecommunication products, in addition to data products. • Project converted to Layer-3 (Internet Access) • Originally Designed as Layer-2 • More control, better traffic, management, and more services supported.

  21. Looking forward • We are in the process of deploying metrics to measure our success. • Broadband access is available throughout the state.
