  1. Changing HSL to HOL in Responsive Reserve Calculation

  2. Impact on Responsive Reserve Monitoring • Currently uses lowest of 3 numbers • Telemeter high limit from QSE • HSL from Resource plan • Unit Capability from Seasonal Test • To Change: must change • Telemeter HOL from QSE • HOL from Resource plan • Unit Capability from Seasonal Test • There may be participant impact to revise telemetry

  3. Packages impacted • RRS Monitor: Change HSL from resource plan to HOL – Minimal impact • Hour Ahead Study/Real time balancing: In monitoring RRS change SPD code to look up HOL for RRS available instead of HSL. Probable Ariva revision. [20% rule?] • MAI – Rewrite look ahead package to calculate RRS off of HOL instead of HSL. • Replacement Reserve Procurement – Enhance software to consider HOL instead of HSL in replacement procurement. Probable Ariva revision.

  4. Discussion • At the moment, the Guides and Protocols call for telemetry of the HOL to ERCOT • If ERCOT is to use this data to allow RRS above the HSL, there should be some assurance that temperature dependent units recalculated that number to reflect the impact of temperature de-rating. Ought to make temperature derating in Resource plan using ERCOT temperature forecast; and telemetered data temperature sensitive a guides requirement. • Guides 2.5.2.3 states that ERCOT will
