  8. Quarantine Requirements • The companies involved in quarantine treatment of WPMs exporting to China should be certified and authorized by the plant quarantine authority of the export countries or areas

  9. Quarantine Requirements • All WPMs exporting to China should be treated by the certified company in accordance with the treatment schedules accepted by Chinese quarantine authority

  10. Quarantine Requirements • All properly treated WPMs should be marked in accordance with the IPPC mark which has been gotten approval for use from the plant quarantine authority of exporting country

  11. Disposition of non-compliance WPMs If the marks do not comply with ISPM no.15 , or live pests are intercepted, • CIQ supervises the consignor or his attorney to fumigate or heat treat or destroy these WPMs or refuse their entry • All the expenses should be paid by the consignor

  14. Quarantine Requirements • Company certified and authorized by AQSIQ • WPMs for export should be treated by the certified companies in accordance with the treatment schedules of ISPM no.15

  15. Quarantine Requirements • WPMs should be marked with special stamp

  16. Supervision • The assessment and certification specification established by AQSIQ • AQSIQ carry out on-spot check, audit, assessment to company involved in the treatment of WPMs for export

  17. Supervision • If the company passes through the assessment, AQSIQ authorize the qualification for use of the IPPC style stamp to this company. • Each company has its own and only stamp.

  18. Supervision • Before WPMs treated, the company should apply for approval from CIQ for treatment. • CIQ will supervise all the process of treatment and marking . • If any company can not comply with, the qualification will be suspended or cancelled

  19. Supervision • The exporter using WPMs should purchase them from the companies certified by CIQ. • CIQ will take spot-check of the commodities using WPMs.

  22. CH3Br Fumigation Treatment • Methyl bromide fumigation Schedule in ISPM no.15 was demonstrated to be unable to kill all pine wood nematode in WPMs • AQSIQ suggest new schedule • AQSIQ has submitted it to IPPC

Regarding to the reused WPM • Can the treated and marked WPMs be reused? • If the answer is “yes”, when the commodities and marked wood packaging materialsdo not come from the same country but live pests are intercepted in the WPMs at import port, then which country should be notified, the commodity export country or WPMs original country?

  24. Regarding to the reused WPM • If the answer is “no”, but the mark on the WPMs is permanent, how to confirm the WPMs are not reused? • suggestion:The commodity and WPMs should come from the same country or area.

  25. The definition of dunnage • The dunnage in ISPM no.15 is included in the definition of wood packing material. But the regulated requirements differs from the normally understanding WPMs. So, we suggest the definition of dunnage be further clarified.

  26. the Consistency of Application • In some countries, the measures to non-compliance are only refused entry. it is stricter than the request of ISPM no.15. • Some countries request that the entry wood packing material should be bark free. it clearly exceeds the necessary protective level.
