  1. Use of Data by LAs and Schools Monitoring and Evaluation • Target Setting • Was Top Down • Now Bottom Up • LA Targets still monitored • Achievement and Attainment Tables • Ofsted PANDA • LA Monitoring meetings with the Department

  2. Use of Data by LAs and Schools Sources of Data • FSP and KS1: LAs are Data Collectors • All now TA data • KS1 tests used by schools to ‘inform targets’ • Agreement in some LAs to continue to collect test results • Key Stage 2 and 3 Test and TA data • ‘CD 1-4’ historically provided by QCA • Similar but expanded data now from Key to Success • Initially only Datafeed 4 in August (CD2) • More recently, for KS2, Datafeed 2 and 3 in July • KS4 and KS5 • Traditionally this provided to LAs by NCER • All of the above refers to named, pupil level data

  3. Use of Data by LAs and Schools Sources of Data • Question or Item level data • KS3 English provided by NAA at ‘item’ level • Increasing number of LAs collect KS2 scripts and produce item level files for their schools • Arguable the only data that genuinely can inform teaching and learning • Most schools use QCA Optional tests – Y03,04,05,06,07 and 08 • Here too LAs provide marking service • Pupil Achievement Tracker, PAT, provides facility to compare graphically against national data (sample data for Optional tests)

  4. Use of Data by LAs and Schools Sources of Data • ‘Processed’ data • A&A Tables files, including Checking Files • PANDA – same as Tables but with particular comparative presentation • Both now include CVA measures • Fischer Family Trust estimates and actuals - NOT predictions! • All LAs now subscribe to this project • Receive data for all their maintained schools • Distributed to schools, with varying degrees of explanation/intervention, and in various formats • Used to inform Target setting • Uses different CVA model

  5. Use of Data by LAs and Schools Analysis Tools: LAs • KS4 and 5 • EPAS provided by NCER • Various analyses used internally and distributed to schools • Subject Difference analyses particularly valued by headteachers for KS4 • KS1, 2 and 3 • Various systems used • Some functionality in commercial LA MIS systems • Home grown systems from Excel and Access to more sophisticated databases, some of which utilise xml • Keypas provided by NCER • All produce range of school level analyses, including 5 year trend lines • Most LAs provide range of analyses from these systems to their schools • Form agenda for School Improvement officer meetings with schools

  6. Use of Data by LAs and Schools Analyses Tools: LAs • PAT – many LAs have set up PAT with all of their schools files loaded • Data loaded locally • RAISEonline • Data loaded centrally • Schools can load locally to ‘own area’ • No ‘upward’ link to the central system

  7. Use of Data by LAs and Schools Sources of Data: Schools • KS4 and 5 results available electronically • Return of KS2 and 3 paper scripts and copies of marksheets • Files provided by the LA • CTF, Common Transfer Files, from previous school!! • Schools recently provided with access to KtS • Initially restricted to PAT compatible files, including KS3 English item level • Can now search national files – with caveats • FFT data from LAs • A&A Tables files: paper and web based • PANDA: web based downloads • PANDA being replaced by RAISEonline

  8. Use of Data by LAs and Schools Analysis of Data: Schools • All maintained schools have MIS, Management Information System • All have assessment modules that are increasingly comprehensive • Include national comparative data • Use of these varies considerably • FSP e profile • Provided by Department for recording, analysing and producing Foundation Stage reports • PAT • Includes various graphical outputs • Produces reports • Has target setting facility • RAISEonline to offer similar functionality • http://www.keytosuccess.dfes.gov.uk
