  1. Newton-Conover City Schools School Improvement Team Legislative Updates October 2014

  2. Formality • New legislation requires us to treat our SIT and SIT Meetings more formally. • Calendar • Website Postings • Role of Chair and Vice Chair • Minutes

  3. SIT Meeting Calendar • SIT - Public Body • Must provide public notice for SIT meetings and information to anyone who requests this information • Promote and publish one schedule per year on your school’s public website.   • If you need to change a meeting, you must provide 7 days notice on your website for that change. • If you need to call a special meeting, you must provide 48 hours public notice.

  4. What to Add to your Website • Date and location of each meeting • Names of team members, their position • Date each person was elected • The school improvement plan (except for safety components)

  5. Role of Elected Chair and Vice Chair • Develop an agenda with time limits • Help the team decide whether to allow specific input and/or public comment at a meeting. • Note: There is no legal requirement to accept public comment at SIT meetings • Ensure minutes are created • Members and year each member is elected must be found in minutes.

  6. Minutes • Minutes must be archived. • Minutes must include: actions approved, taken or not taken • Closed Session for School Safety Plan – School Safety Plan is NOT PUBLISHED on the web. • (School Safety is always a closed session issue, and the minutes are always closed session minutes.) • The BOE must review in closed session every SIP’s Safety Goals - Central Office will support schools in reviewing Safety Plans • Our Board will review Safety Plans in December.

  7. SIP: Data-Driven Goals G.S. §115C-105.27 (a) focuses school improvement teams on understanding and using relevant data. Specifically, this section directs that “…school improvement plans shall be, to the greatest extent possible, data-driven. School improvement teams shall use the Education Value-Added Assessment System (EVAAS) or a compatible and comparable system approved by the State Board of Education to (i) analyze student data and identify root causes for problems, (ii) determine actions to address them, and (iii) appropriately place students in courses such as Math I. School improvement plans shall contain clear, unambiguous targets, explicit indicators and actual measures, and expeditious time frames for meeting the measurement standards. The NCDPI-recommended planning process identified later in this document and the corresponding template fully support and align with these legal requirements.
