Objectives • To support the development of infrastructures in transport, environment, energy and social sectors • To support preparation of projects that may be financed by grants and/or loans provided by: • beneficiary countries, • the IFIs, IPA resources • and/or sponsors/donors DG ENLARGEMENT D3

  6. Expected results • Quality investment proposals for infrastructure investment projects • Transfer of know how and capacity building at local and national level • Enhanced collaboration with IFIs • Contribution to the implementation of relevant regional investment strategies in the eligible sectors DG ENLARGEMENT D3

  7. Criteria • Balance between sectors (min 10% max 40%) • Equitable distribution within sub-sectors (i.e. water, waste waters, solid waste, emissions etc.) • Geographical spread of resources among beneficiaries • Regional impact and dimension • Social and environmental impact and dimension DG ENLARGEMENT D3

  8. Services • Pre-feasibility study (PS) • Feasibility study (FS) • Completed design (CD) with technical specifications, • Assistance to Tender Process (TP) including tender documents • Support for Supervision of implementation works (IW) • Environmental and social impact assessment for all projects DG ENLARGEMENT D3

  9. “New” dimensions • Regional vs. national projects • IFI loan financing vs. IPA co-financing • Coordination with PEIP, SRC, DABLAS, etc. • Inclusion of social sector DG ENLARGEMENT D3

  10. Inputs and Timetable • € 16 million from CARDS • More resources to come from IPA as of 2009 • 48 months as initial duration • Procurement notice for TA services published in September 2007 • Expected start date first half 2008 DG ENLARGEMENT D3
