  4. About Robert C. Esterbrooks • WW II V-12 Officer Training at University of Texas (lost a brother in Bataan Death March) • Commissioned in Navy Civil Engineer Corps – limited active duty after war • Stayed in active Reserve program until retired as Rear Admiral (CEC) in 1977.

Esterbrooks • AACE Career • Joined in 1969 to an organization of 3 members and is an Honorary member to date “I am proud to have brought the Associate members to the organization and the social activities supported by AACE helped to get people talking. Once we were talking, the technical discussions followed suit.”

Construction Support JOE ORTIZ, Pinal County • Currently the District 1 Engineer for Pinal County Public Works-Engineering Design Section • Over 20 years of experience with Pinal initially starting out as a seasonal worker while attending school and working through the ranks • Responds directly to the Pinal County Board of Supervisors, answering questions, solving problems, design and maintenance issues, managing roadway and capital improvement projects • Recognized as Esterbrooks Honorable Mention in 2003 • Responded to a Presidential Disaster Declaration • Joe is a quick learner who constantly seeks to improve, by attending schools improving his technical knowledge in all aspects of public works projects

Lund, Yuma County • Working for Yuma County since 1980 • Current responsibilities include: maintenance of the County’s Construction Plans and Record of Survey, training of new employees, trouble shooting software and hardware issues and making recommendations to the Director for Computer purchases • Developed Yuma County’s Computer Aided Design Drafting Design Program • Acted as the Network System Administrator, Security Administrator and e-mail Administrator while still retaining position of Drafting Section Supervisor • Contributions to the following projects: Grade SeparationProjects, Airport Loop Road Realignment Project and Yuma Mesa Culvert Projects

Operations • Terry Ellis, Pinal County • 30-year veteran of Pinal County Department of Public Works • Currently serves as the Highway Forman in the Oracle Road Maintenance District • Along with his crew Terry covers the portion of Pinal County subject to the most extreme weather and wildfire conditions • Responded to the Town of Mammoth when a state of emergency had been declared • No workplace injuries or loss-time accidents in the Oracle Maintenance crew since Terry was promoted to the Forman position • Terry Ellis is professional and has made many contributions to the Public Works field

Engineering Design • Includes Middle Management, Staff, Supervisors and Managers i.e. Professional Engineers, Hydrologists, Section Managers, and Registered Land Surveyors • Professional Registration, Appropriate License or Degree • Significant Contribution to the County • Uses Innovative Approaches and Methods • Enhances the Image of the County

Engineering Design • Elise Moore, Pinal County • Currently the Flood Control/Traffic Engineering Section Chief • A Professional Engineer (Civil) licensed in Arizona and a Certified Floodplain Manager • Initiated a rainfall/flood gauge program for the county to better forecast an alert citizens of impending floods • Elise responds to citizen concerns with composure and professionalism • Despite a short tenure with Pinal County, Elise has made a profound impact on may Public Works Programs
