Company Background • NCSF was founded in November 2001 • Focused on consulting services to both public and private sectors on Climate Change & KP related issues: - Advising policy makers (experts in Russian official delegations at COP, MOP, inputs and papers for MEDT, MNR,Roshydromet) - JI projects developing and marketing - Capacity building & awareness raising - GHG inventories & monitoring systems (national, regional, corporate) National Carbon Sequestration Foundation

Current status in Russia • Several federal Ministries and agencies are responsible for KP implementation however no designated focal point and JI approval procedures • Russia is committed with fulfilling its obligations under KP, both quantitative BUT also qualitative (national system, registry, reporting, etc) • Political will seems to be there, Government signed decrees on Registry and National system • Some 30 JI projects are already endorsed by MEDT • Council of Federations established a working group which is responsible for the draft preparation of the KP federal law to be ready by the end of 2006 • Due to the energy efficiency measures GDP growth does not increase CO2 emissions National Carbon Sequestration Foundation

National Registry • 20/02/2006 Government Decree signed on creation of National Registry in Russia • Key role in this process plays by the Ministry of Natural Resources • By 01/05/2006 MNR has to develop and approve organizational procedures to create and run National Registry • By the same date Ministry of Natural Resources has to submit an offer to the Russian Government which will designate the administrator of the Registry • Software to be used: SERINGAS or GRETA National Carbon Sequestration Foundation

National Inventory • 01/03/2006 Prime Minister signed a Governmental Decree on Russian National System • Responsible Ministry – Roshydromet • 800 line items in inventory • By 01/06/2006 Roshydromet has to develop and approve organizational procedures for the National evaluation system for GHG emissions: data gathering & processing with other ministries and agencies (ROSSTAT, MEDT, MNR & MEI) • The process is financed through federal budget National Carbon Sequestration Foundation

JI Procedures • Draft procedures are developed but are still under Ministerial approval • JI procedures issue is on the agenda for the 16th of March (official sitting of the Cabinet) • Projects approval will depend on social and economic impacts ??? • Scoring system to be used??? PDD developed • Fuel switch to natural gas of municipal boiler houses, Omskaya oblast, Russia (Determined by SGS) – 325 740 tCO2 • Installation of gas-expansion plants for electricity and cold production at the gas distribution stations, Moscow, Russia -487 460 tCO2 • Construction of the gas expansion generating plant at the gas-distribution station,Vologda region, Russia – 144 062 tCO2 • Renewable heat and electricity generation in remote villages of Irkutsk oblast, Russia (Determination in progress by DNV) – 121 202 tCO2 National Carbon Sequestration Foundation

Projects in progress • Fuel switch to biomass at boiler houses in Karelia region • Fuel switch to natural gas at combined heat and power plant Karelia region • Fuel switch to natural gas at industrial boiler house in Karelia region • Fuel switch to biomass for heat generation in Nizhegorodskaya oblast • Fuel switch to blast furnace and cocks oven gas for heat and power co-generation, Orenburg oblast • Landfill gas to electricity, Krasnodarsky region • Associated petroleum gas to electricity, KHMAO National Carbon Sequestration Foundation

Russia in JI market • Large potential but is held by: - JI regulation uncertainty at the National level - lack of knowledge on carbon market mechanics at company level (especially MSE) - wrong price interpretation from EU ETS (ERU price versus EUA price) - conservative “wait and see” approach: early movers are always punished • Situation is slowly improving National Carbon Sequestration Foundation

Expectations from JISC • Why JISC work is important - From business point of view Track 2 is a kind of risk management tool for reducing uncertainty (disregarding eligibility status, which is far beyond control by project participants, you are more assured that ERU will be transferred and money received - Less uncertainty means higher ERU price • Prompt establishment of minimal infrastructure to make Track 2 project cycle fully operational. In doing this be rather practical, remember its already 2006, rather then to establish the “perfect” system • Improvements will come with experience, learning by doing • Extensive dialog with host parties will facilitate your work National Carbon Sequestration Foundation
