  2. OBJECTIVES • Improving framework conditions for the competitiveness and sustainability of EU enterprises • Promoting entrepreneurship • Improving access to finance for SMEs • Improving access to markets

PROGRAMME STRUCTURE • The programme for the Competitiveness of Enterprises and SMEs (COSME)’s aim is to strengthen the competitiveness and sustainability of the Union’s enterprises, including in the tourism sector, encourage an entrepreneurial culture, and promote the creation and growth of SMEs.  It continues the activities of Competitiveness and Innovation programme (CIP) and also ensures continuity with initiatives and actions already undertaken under the Entrepreneurship and Innovation Programme (EIP), such as the Enterprise Europe Network

ACTIVITIESImproving competitiveness and sustainability of EU enterprises • Actions to improve and strengthen the competitiveness and sustainability of EU enterprises, particularly SMEs • Actions intended to develop new competitiveness strategies • Initiatives accelerating the emergence of competitive industries based on cross-sectoral activities in areas characterised by a high proportion of SMEs

ACTIVITIESPromoting entrepreneurship Studies, campaigns, events and exchange programmes • Improving framework conditions affecting the development of entrepreneurship;   • Young entrepreneurs, new and potential entrepreneurs and female entrepreneurs, as well as specific target groups. • Build-up entrepreneurial education, skills and attitudes, in particular among potential and new entrepreneurs.

ACTIVITIESImproving access to finance for SMEs Actions which aim to improve access to finance for SMEs in their start-up and growth phases • The Equity Facility for Growth (EFG), • The Loan Guarantee Facility (LGF) Measures, subject to market demand, to improve cross-border and multi-country financing, thereby assisting SMEs to internationalise their activities

  7. ACTIVITIESImproving access to markets Support for the Enterprise Europe Network (EEN)-Support services, partnership proposals. Actions to improve SMEs access to the Single Market including information provision and awareness-raising. Support to SMEs abroad: Studies, helpdesks, platforms, events, promotion activities Facilitate SMEs access to markets outside the Union, and to strengthening existing support services in those markets. Support to international industrial cooperation: workshops, meetings. Foster international industrial cooperation, including industrial and regulatory dialogues with third countries

PARTICIPATION ELIGIBILE COUNTRIES • Participation: in accordance with the general principles and general terms and conditions for the participation in Union's programmes established in the respective Framework Agreements and Association Council Decisions, or similar arrangements TARGET GROUPS • Local and Regional authorities, corporations, states´ authorities/administrations, federations, unions, agencies chambers, SMEs

  9. PARTICIPATION APPLICATION PROCEDURE • Through call for proposals SELECTION PROCEDURE • Centralised direct management by the Commission under the responsibility of DG ENTR. • Evaluation criteria: Excellence, Implementation , Impact
