Part B Hazard Mitigation This portion of the plan allows for Scott County to show the State and Federal Governments the policies in place to mitigate technological, natural and man-made disasters. Approval of this part of the plan ensures the entire jurisdiction receives the State share in a Federal Disaster.

  20. In addition to the Multi-Hazard Plan, Scott County also maintains and exercises plans for response to a nuclear power plant incident and a major spill or incident on the Mississippi River. These separate plans include support and response from local, State (both Iowa and Illinois) and Federal agencies.

PURPOSE • To provide a comprehensive, coordinated, and, integrated response capability involving all levels of government. • To effectively assess the threat of and vulnerability to acts of terrorism within Scott County, as well as, prevent, mitigate, respond, and, recover from a terrorist incident

  26. HAZARDS Scott County is vulnerable to chemical, biological or radiological incidents due, in part to it’s unique location within the State of Iowa and the transportation structures inherent to this location.

  27. An incident which could occur most likely may involve our system of federal, state and local highways, rail transportation, river transportation or air capability through the Quad Cities International Airport or the Davenport Airport at Mr. Joy.

  28. The daily transport of hazardous substances by these methods could result in a hazardous materials accident or be used as a cover for a criminal or terrorist act.

  29. Scott County’s geographical location reflects a portion of the United States which sees a large amount of cross-country traffic as well as the high speed avenues between Chicago and St. Louis, and, St Louis to Minneapolis.

  30. The proximity of the Rock Island Arsenal, given their mission to support war-fighting capabilities, also beings to the area another dimension with respect to the terrorist targets.

  31. Hazard Agents • Chemical: • chemicals that are transported throughout the length and breadth of the county, the jurisdiction is also home to numerous companies and industries which use and store hazardous materials on a daily basis.

  32. Hazard Agents • Biological: • in addition to shipments of biological waste through the county, we focus on local hospitals and laboratories in the county where biological agents may be found.

  33. Hazard Agents • Nuclear: • Approximately one-fourth of the county does lie within the Emergency Planning Zone (EPZ) for the Quad Cities Nuclear Power Station located near Cordova, Illinois.

  35. SITUATION AND ASSUMPTIONS • Situation • Terrorism is defined as the unlawful use of force against persons or property to intimidate or coerce a government, civil population, or any segment thereof, in the furtherance of political or social objectives or goals.

SITUATION AND ASSUMPTIONS • Assumptions • The Emergency Operations Center, will be activated utilizing a unified command structure • No one local, state or federal agency has the authority or expertise to act unilaterally on issues that arise out of acts of terrorism, regardless of weaponry, equipment or experience
