History of Older Americans Act • Federal legislation enacted in 1965 • Federal level: • Created Administration on Aging (part of the Department of Health & Human Services) • State level: • State units on aging • Local level: • 655 Area Agencies on Aging in U.S. (59 in NYS) • Rensselaer County authorized by legislation in 1973.

  10. Purpose of TRIAD • To develop, expand, and implement effective crime prevention and education programs for older community members. • To enhance the delivery of law enforcement services to older persons.

  14. PopulationStatistics • According to the US Census the 65+ • population numbered 35 million in 2000 • 20% of the US population will be 65+ • by 2030, up from 12% in 2000 • Between 2000-10 the 65+ population • is expected to continue to grow at a • rate twice that of the general population

  15. Our Frail Elders • The most rapid growth between 2000-15 • is expected to occur among the oldest & • frailest population groups (85+ up 28.2%, • Impaired up 16.6%) • Between 2000 and 2040 the 85+ population • will grow from 4.3 million to 19.4 million

  18. Rensselaer County Population Shifts2000 - 2015 - 4.2% Rensselaer County’s population is expected to decline 4.2% overall between 2000 and 2015.

  19. Rensselaer County Expectations + 24% + 20% However, the population is clearly going to be aging -- with a 24% increase in those over 60, and a 20% increase in those over 85.

  21. Effects of the “Baby Boomers” • Boomers plan to work longer than previous generations. • Boomers plan to remain connected to their communities. • Boomers have more diversity. • Boomers resist age-defined categories.

  22. Effects of the “Baby Boomers” • 80% of “Baby Boomers” say they will work in retirement… • 40% because they want to; • 40% because they have to.

  23. Implications of Aging "Boomers” • Dramatic increase in Alzheimer’s Disease. • Assistance needed with Activities of Daily Living. • Nutrition related health problems. • Challenge of 3-4 generations. • Strain on health and long-term-care delivery systems.

  24. How will these changes effect us? • Ratio of Workers to Retirees? • Look of the Work Force? • Strain on Delivery of Services? • Housing Needs? • Transportation Needs? • Other Unmet Needs? • Unforeseen Needs? • How Do We Meet Them?

  25. The ratio of aged 65+ tohomecare worker will increase from 7:1 to 24:1 between 2000 and 2050 The ratio of workers to those aged 65+ will decrease by approximately 33% between 2000 and 2050
