    13. 13 Changes under consideration Horizontal Accuracy in absolute (ground survey) terms More accurate product Need ground survey control points Vendor, for ortho-rectification APFO, for QA Points need to be independent of ortho-rectification process Need confidence in digital elevation model (DEM) Many states acquiring high accuracy DEMs DEM needs to be available for use by vendors Existing DEMs (from NED) are adequate in many areas. Need to determine where existing DEMs should be replaced Drawbacks CLU boundary vectors may not register to a more accurate base
