FROM STATE TO PRIVATE • Privatisation of field veterinary services from 1993 to 1998 • New veterinary legislation in 1995 • Division of veterinary services in 3 levels • Meat hygiene, “field” control (39%) • Education and diagnostics (17%) • Private vet’s, industries (44%) • State officers ????   4. PROPORTIONS BETWEEN PRIVATE AND STATE • HIGHESTEU IRELAND – 86.02%, • LOWEST EU DENMARK – 55,82%, • HIGHEST CEEC CROATIA – 69,11%, • LOWEST CEEC SLOVENIA – 44.06% OIE Regional meeting, SOFIA

SLOVENIA VETERINARY CHAMBER • Establish in 1995 – according to vet. act • Only private veterinarians and technicians (para-professionals) • Organisation very restrictive to members – court of arbitration, professional court, ethical committee • Problem with competencies of Chamber • Idea of including all vet’s in Chamber OIE Regional meeting, SOFIA

SLOVENIAN VETERINARY CHAMBER (1) • Self regulated and self financing institution, • Difficulties in communication with the state, • No influence on future organisation, • Theoretically lot of power, practically always to negotiate about authorisations rules and rights. • Every time after the changing Statutes, government must give permission to introduce. SLOVENIA VETERINARY CHAMBER (2) • Reorganisation of Veterinary Chamber in 2001 • All vet’s obligatory members of the Chamber • Six sections – private, education and diagnostic, official vet’s, industry, army and insurance vet’s • 3 big sections and 3 small ones –problem with decission process OIE Regional meeting, SOFIA

SLOVENIA VETERINARY CHAMBER –major forces • Professional and ethical committee • Court of arbitration • Public authorisations – veterinary licence, public register of vet’s, registration of veterinary practices, professional supervision of practices and individual vet’s, • Veterinary specialisation and LLL OIE Regional meeting, SOFIA

PUBLIC AUTHORISATION • Licence – necessary to get together 35 hours of education per year, valid for 10 years, • Public register of all vet’s – difficult to manage • Registration of veterinary practices – every 3 years, • Professional supervission of the practices -regular every 3 years, - extraordinary – whebever is necessary • Supervission of the vet’s – additional education or examination • Organisation of educational conferences, OIE Regional meeting, SOFIA

SLOVENIA VETERINARY CHAMBER - weaknes • Difficult decission making process • Disciplinary measures only for private vet’s • Very different interests • State veterinarians difficult to find interests –they don’t want to be members of the community • Small sections have bigger influence OIE Regional meeting, SOFIA

SLOVENIA VETERINARY CHAMBER - way forward • Reorganisation in 2009 • Obligatory for all vet’s who have to deal with any kind of diagnosis – live animals, meat inspection, official vet’s in animal transport, epizootiological investigation • Uniform organisation – regional princip OIE Regional meeting, SOFIA

COMMENTS • THEORETICALLY EQUAL SYSTEM OF THE ORGANISATION OF VETERINARY SERVICE IN EU AND CEEC, • UNNECESSARY SUPPORT OF STATE STRUCTURES DURING REORGANISATION BY BRUSSELS ADMINISTRATION DURING ACSESSION PROCESS, • MORE OR LESS MINOR TRADITION AS SELF REGULATED PROFESSION.   13. COMMENTS(II) • SUPPORT IN ORGANISATION OF THE INDEPENDANT, SELFREGULATED PROFESSIONAL BODIES (NOT ONLY VETERINRY LEGISLATION), • NECESSARY SUPPORT IN MANAGEMANT KNOWLEDGE, CPD PROGRAMMS, OIE Regional meeting, SOFIA
