E2BA Vision: The basis • The built environment : • 40 % of total EU energy consumption • 1/3 of GHG in Europe • Even new buildings far from being all energy efficient • Very small replacement rate (1 to 2 % per year) • The major challenge - Renovation of the existing stock • Many experiments made but actual impacts limited • Business as usual is not an option ! www.e2b-ei.eu

E2BA Vision: Publication • January 31st, 2009 : the E2B Scope and Vision finalised and published to establish the pillars for the E2B strategy. • “The overall objective of E2B European Initiative (E2B EI) is to deliver, implement and optimise building and district concepts that have the technical, economic and societal potential to drastically decrease the energy consumption and reduce CO2 emissions due to existing and new buildings at the overall scale of the European Union. • The E2B EI will speed up research on key technologies and develop a competitive industry in the fields of energy efficient construction processes, products and services, with the main purpose of reaching the goals set forth for 2020 and 2050 to address climate change issues and contribute to improve EU energy independence thereby transforming these challenges into a business opportunity” www.e2b-ei.eu

E2BA Vision: Publication • A first approach for the research strategy presented. • Some concepts introduced: • Step 1: Setting the scene • Step 2: Wave actions • Systemic approach • Geoclusters EeB PPP: 2010-2013 • Other relevant aspects introduced: • E2BA organisational aspects • Implementation: 10 years programme of 2 b€ budget • Why EC support is needed? • Strategic importance of the topic, existence of a market failure, concrete evidence of community added value, industrial commitment www.e2b-ei.eu

E2BA Vision: Why a review? • Many things have changed from early 2009 ... • Economic and financial crisis … • Specially affecting construction and real estate market … • 20/20/20 targets will not be achieved … stronger need for energy efficiency? • New EU policies … Recast of the EPBD, Europe 2020 and Innovation Union flagship, Smart Cities, European Innovation Partnerships, … • Already the EeB PPP under the economic recovery plan for 2010-2013 with an overall budget of 1b€ (500 M€ from EC). • But now to justify why the EeB PPP should continue in FP8, answering the criteria that the EC will define ... • An harmonization with the coming roadmaps is needed. www.e2b-ei.eu

NEW E2BA Vision: The process • An initial workshop was performed is September • The main objective of this workshop was to define preparatory activities and an action plan to move forward from the current roadmap and prepare for the ECTP conference. • STEEPV (acronym for Social, Technological, Economy, Environment, Politics and Values) approach to facilitate discussion and input gathering to identify key drivers. • Challenge card activity: in different groups the current roadmap challenges was priories. www.e2b-ei.eu

  9. NEW E2BA Vision: The results A New vision for E2BA, towards 2020 and 2050. NEW ADVANCED INDUSTRY FOR AN ENERGY EFFICIENT BUILT ENVIRONMENT • Drivers for E2B have increased in strength • Economic Drivers: Financial crisis has become still more severe, implying that a more competitive building and construction sector creating new jobs is needed. • Environmental Drivers: The urgency of responding to climate change and making the energy transition has even become more pronounced and requires that we speed-up. • Social Drivers: The EE technologies should be affordable in cost for final end users in order to speed up the transformation of the cities. (70% of the population will live in cities in 2030) • Technological drivers: increasing use of ICTs for green technologies, need of modularity and adaptable solutions for future change of use of buildings. • Political Drivers: It’s essential to increase the resource efficiency and reduce the geopolitical influences and energy dependency. www.e2b-ei.eu

NEW ADVANCED INDUSTRY FOR AN ENERGY EFFICIENT BUILT ENVIRONMENT • E2BA strongly believes that research for better buildings and districts is the fundamental instrument for improving life quality of 8 billion people living in 2030 and achieving: • the creation of an active industry for the production, supply/distribution of advanced systems, solutions and added value services • the “knowledge management” of the existing solutions and to identify the best way to address the pending problems for which R&D is a necessity. • New business opportunities and jobs that deliver EE buildings and district concepts, which drastically decrease the energy/resources consumption and reduce CO2 emissions of existing and new buildings in districts and cities. www.e2b-ei.eu
