  2. Sha.p.e.s. Conference – Sevilla 1st October 2013 The ALBI model is a methodology for supporting the effort of subregional authorities to build up an agenda for innovation. It must be conceived as a tool for advanced policy making. There is no central point of decision, no unique coordinating institution, no simple decision making framework.

  4. Sha.p.e.s. Conference – Sevilla 1st October 2013 The main issues to consider for a good ALBI are: * relevance of the indicators; ·     * comparability among territories; ·       novelty; ·     * time and costs of implementation; ·     * flexibility.

Conference – Sevilla 1st October 2013 Since there are different dimensions of analysis, IN-EUR defined a model at “2 level” Level 1: a set of comparable indicators, easy to obtain and updated frequently Level 2: a set of more “innovative” indicators, most of them qualitative, obtained via survey and/or direct interaction with Key informant

  10. Sha.p.e.s. Conference – Sevilla 1st October 2013 GUIDELINES FOR ALBI Level 2 The aim of the level 2 is to obtain more detailed information on the characteristics of the territory. To this aim, the focus is not on standardized data, rather it is important the involvement of local stakeholders.

  11. Sha.p.e.s. Conference – Sevilla 1st October 2013 THE TESTING PHASE Once the model has been defined, the testing phase becomes fundamental for giving a scientific value to the model itself.

Conference – Sevilla 1st October 2013 THE TESTING PHASE • The testing phase allows: • To compare the innovation degree of subregional territories which form the partnership; • b) To make an analysis on the weaknesses and potentialities in the field of innovation in order to stimulate local interventions
