Changing Times (1989-2002) • ENVIRONMENT • Severe economic downturn and state budget deficit – political leaders abandoned support for health reform • Hospitals and businesses also abandoned the deal • Some coverage programs moved forward but the “pay or play” provision kept being postponed Community Catalyst (c) 2009
