MINISTERIAL DECLARATION “PREVENTING THROUGH EDUCATION” • By 2015, reduce by 75 per cent the number of schools under the jurisdiction of the Ministries of Education that have failed to institutionalize comprehensive sex education; • More involvement of education sector is required • By 2015, reduce by 50 per cent the number of adolescents and young people who are not covered by health services that address their sexual and reproductive health needs appropriately. • E.g. Mexico’s MoE announced on october 2010: • Comprehensive sex education strategy: 6,000 schools • Including condom distribution at schools

LACCONSTITUENCY • PRIORITIZATION DISCUSSION FOR R-10 • 21st GFATM BOARD MEETING, APRIL 2010 • Low income countries • Poor and vulnerable populations • Inter-Agency Working Group proposal (UNAIDS and WHO) • Priority: Generalized epidemic countries (Prevalences ≥ 2%) • Lower priority to countries with Concentrated epidemics among MARPs (Prevalences ≥ 10%) • LAC Negotiatons = MARP’s Channel • USD $200 million: USD$12.5 million per applicant (maximum) & only USD $5 millions for Ph-1

LACCONSTITUENCY • CURRENTLY: ELIGIBILITY CRITERIA • 22st GFATM BOARD MEETING, DECEMBER 2010 • PSC & PIC Meetings: october 26th-29th • No consensus on changing current eligibility criteria • Prioritization to be revised, but similar to R10 • Currently PIC proposal might affect LAC Countries • Middle income and concentrated epidemics • LAC constituency position: No changes in elegibility • All regions, countries & kinds of epidemics must be eligible • GFATM should still being “GLOBAL”

UNAIDS PROGRAM COORDINATING BOARD • LAC members in 2010: El Salvador, Guatemala and Brazil • Guatemala not continued for 2011-2013 • LAC countries at PCB for 2011: El Salvador, Brazil & Mexico • El Salvador to be renewed as member for two more years • Mexico will be member of UNAIDS PCB (2011-2013)
