  4. 1. Government Relations Objective: To identify strategic approaches and opportunities to enhance NP relations with government officials including bureaucrats and politicians to address priority issues e.g. Recruitment and retention issues including compensation

Meetings to Foster Government Relations • Dec 12 - Meeting with Brigid Buckingham, Senior Policy Advisor for Deb Matthews, MOHLTC • Dec 16 – Meeting with labour lawyer re: NPAO’s role in negotiating NP compensation • Jan 10 – Meeting with Debra Bournes, Provincial Chief Nursing Officer • Jan 27 – Meeting with Susan Fitzpatrick, ADM, Negotiations Branch, MOHLTC, to discuss concerns related to recruitment and retention of NPs e.g. compensation and NPAO as a negotiating body

Meetings to Foster Government Relations Continued… • Jan 30 – Toronto Board of Trade lunch to hear Minister of Health present Ontario’s Action Plan for Health Care • Feb 9 – Meeting with ADMs Susan Fitzpatrick and Suzanne McGurn to present results of Primary Care Recruitment and Retention Survey with AFHTO and AOHC • Feb 15 – Sent letters to LHIN CEOs and Chairs requesting a meeting to discuss role of NPs in local health planning • Feb 15 – Meeting with Mary Fleming, Director of Primary Health Care, regarding impact of compensation models on NP scope of practice in FHTs

Meetings to Foster Government Relations Continued… • Feb 17 – NPAO meeting with Suzanne McGurn, Acting ADM of Heath Human Resources, MOHLTC, regarding NP compensation • Mar 1 - Queen’s Park Day – Opportunity to ask questions of Tim Hudak, Andrea Horwath, Elizabeth Witmer • Mar 1 – Meeting with Liz Sandels, Parliamentary Assistant for Deb Mathews, Ministry of Health • Mar 1 - Conversation with Minister Matthews regarding impact of funding models on NP scope of practice in primary and acute care settings

Meetings to Foster Government Relations Continued… • Feb 22 – Presented results of AFHTO/AOHC/NPAO Primary Care Recruitment and Retention Survey to ADMs Suzanne McGurn and Susan Fitzpatrick, along with other Ministry representatives • Mar 8 - Participated in the initial meeting of Primary Care Council – a partnership with OMA, OPA, OCFP, RNAO, NPAO, AFHTO, AOHC. Emphasis will be on integration and access to care • Mar 29 - Meeting with Shawn Kerr, Senior Policy Advisor in the Minister’s Office, AFTO and AOHC regarding the Recruitment and Retention Survey

  10. 2. Research Objective: To facilitate the identification of metrics for nurse practitioners and lead the provincial research agenda to promote the value of NPs in the Ontario healthcare system

Research Meetings • Meetings with key experts in NP research • Dec 12 - Meeting with Nancy Lum Wilson, Primary and Continuing Care, MOHLTC re: NP indicators • Dec 22 – Meeting with Dr. Alba DiCenso, Chair of Advanced Practice Nursing, McMaster University, regarding metrics • Feb 14 – Meeting with Dr. Steini Brown, Chair of Public Health Policy, University of Toronto re: Think Tank meeting • Apr 13 – Meeting with Dr. Muhammed Mamdani re: cost impact analysis of NP vacancy rate

  12. 3. Member Recruitment and Retention Objective: To facilitate the recruitment of nurse practitioners as new members and the retention of current NPAO members

Meetings to Enhance Member Recruitment and Retention • Dec 21 – Meeting with labour lawyer from Ottawa, recommended by CNPS re: options for NPAO members who do not wish to belong to ONA. • Feb 2 – Meeting with Josette Roussel, CNA to discuss federal and provincial issues related to NP practice • Feb 24 – Participated in RNAO’s Primary Care Nursing Task Force • Mar 9 – Meeting with CNO to discuss regulatory and practice issues • Regular meetings with CNPS to discuss changes in liability protection for NPs

  14. Improved Communication with Members • Updated NYCU format • Monthly President’s blog • Member surveys • Updated website server • Social media (e.g. Twitter & Facebook) • Town Hall

Outreach to Members • Nurse Practitioner Utilization in Hospitals Toolkit to facilitate implementation of Reg 965 • Co-chaired by Michelle Acorn (NPAO, Past-President)http://www.rnao.org/Page.asp?PageID=924&ContentID=3652 • Mentorship • A Strategy for Career Growth – NPAO offered interactive online sessions for mentees and mentors in February and March 2012. • Monthly OTN sessions • Reduced student rate • Conference November 1-3, 2012 in London

  16. 4. Enhance Awareness of NPs and NPAO Objective: To facilitate an increase in public and professional awareness of the role of NPs in Ontario

Strategies to Enhance Awareness of NPs • Media Releases • ‘Ontario’s Nurse Practitioners Issue Challenge to MPPs following Queen’s Park Day’, March 2 2012 • ‘Health Care Budget Plan Requires Province to Make Greater Use of All Health Professionals’ , March 27 2012 • Resource Development • New patient brochure in English and French • Stakeholder kit including: • Letter to MPPs • Key messages for government and LHINs • List of NPAO Accomplishments & Priorities

Government Relation Priorities • Develop and implement a government relations plan to address NP issues including: • Provincial Legislation/Regulation - Removing restrictions on the diagnostic tests NPs can order - Permitting NPs to perform point of care tests - Permitting NPs to apply specified forms of energy (e.g. defibrillation) • Permitting NPs to order additional forms of energy (e.g. MRI, CT scans)

Government Relations Issues • Improve compensation models for NPs • Continue to actively pursue the inequities in funding and compensation including HOOPP in primary care • Sustain hospital positions - Continue to advocate for implementation of protected funding for hospital-based NP positions • Facilitate Referral to Specialists • Continue to advocate to ensure collaboration and fair remuneration • Overcome barriers regarding completion of government forms by NPs

  21. Research Priorities • Develop a NPAO Research Steering Committee • Host upcoming NPAO Think Tank • Meeting with key researchers and MOHLTC representatives to discuss metrics for NPs and NP practice across the continuum of care • Publish in peer-reviewed journals regarding the value of NPs across the continuum of care • Continue advocacy for the implementation of a system wide electronic health record for Ontarians

Member Recruitment and Retention Priorities • Member Surveys - Develop surveys to be distributed to current members via mailchimp to engage NPs • Re-engage lapsed members • Identify and address reasons for not renewing membership • Continue to present to NP students outlining the benefits of NPAO membership • Offer annual student bursaries • Invite student NPs and NPs to NPAO’s annual conference

  23. Enhance Public Awareness • Develop a public education campaign to enhance awareness on the role of NPs across the continuum of care • Develop a Communication Strategy for NPAO that includes: • Environmental overview • Stakeholder identification • Recommended communication approaches with messaging for each stakeholder audience
