Introduction • Targeted measures stimulating growth in Europe and creating new jobs are important at times of weak economic performance. • Horizon 2020 is essential to ensure a rapid recovery and strengthen the European economy through R&I. General comments on Horizon 2020 • New streamlined structure bringing together: • Framework Programme (FP) • Competitiveness and Innovation Framework Programme (CIP) • European Institute for Innovation and Technology (EIT). • Increase in funding proposed (80bn euro) must be supported as the minimum required. • Guiding principles: • excellence in research and potential to deliver results in innovation • trust • simplification • flexibility H2020 Conference, 1 February 2012 – Jan van den Biesen

  5. Industrial leadership in Horizon 2020 • Decline in business participation must be reversed. • Stronger focus on innovation shouldbridge the gap between research and market deployment. • ETPs, JTIs and PPPs should allow for “lean and mean” initiatives with industry in the lead. • New instrument to support SMEs must be clarified. Simplification & business friendly environment • Complexity and bureaucracyimpede participation from companies. • Barriers for the efficient exploitation of project results should be avoided. • Territorial restrictions on access rights, transfer of ownership and licensing of results should be removed.
