Requirements • Voter Registration Database (Sec. 303) • Must be “Single, uniform, official, centralized, interactive, computerized voter registration list defined, maintained, and administered at the State level…” • Equipment (Sec. 301) • Replace lever equipment • Accessible voting equipment in each precinct • Training and Education (Sec. 254) • Provisional Balloting (Sec. 302)

  5. Maintenance of Effort • Must maintain expenditures on elections at FY 2000 level (Sec. 254) • HAVA shall not offset the normal elections operating expenses. • Required element of the plan and submitted to the Election Assistance Commission (EAC).

  6. Matching Funds • Federal FY 03 needed $423,000 to obtain $8.4 million • Completed through an administrative transfer by the Governor. • Certified receipt EAC. • Federal FY 04 needed $777,000 to obtain $15.6 million • Distribution of Requirements Payments
