Introduction • Act as an Industrial Body envisaged in section 8 of the Act • To promote the development of the commercial fishing sector by engaging with Government/Minister on matters that affect the commercial fishing industry Membership • South African Deep Sea Trawl Industry Association • SA Midwater Trawling Association • SA Pelagic Fishing Industry Association • SA Squid Management Industrial Association • SA Tuna Association • South Coast Rock Lobster Industry Association • West Coast Rock Lobster Association • South East Coast Fishing Industry Association • Fresh Tuna Exporters Association • SA Patagonian Toothfish Industry Association • SA Hake Longline Association

  4. Dialogue Industry-DAFF bilateral engagement focused on Minimising amendments to Section 2 to enable DAFF to achieve its intended outcome and could result in fast adoption process of Bill ( speedier implementation of the Small Scale Policy). Generally satisfied with outcome of collaboration

  5. Terms/ definitions Whether incorporating subsistence under small scale sector will disadvantage this grouping. How you deal with South African person-entity-various permutations that can play itself out-permanent residence permit etc. The use of principal place of business of a juristic entity is also at odds with the approach of the rest of the definition of South African person, which uses registration in South Africa combined with majority shareholding or members interest by a South African person as the determining factor.

  6. Issues • Cost of Implementation: R 576 m over 5 years, R 100 m per year. No budget secured as yet. Does it feature in MTBP for DAFF.Memorandum on the objects of the draft Bill estimates the cost of implementing the Small-Scale Fisheries Policy as being R 424,642,374 over 5 years • The impact of this cost on the rest of the fishing industry should be considered. If part of cost recovery model!!

  7. Issues (2) Small scale fishing zones –impact on squid catch area-more detailed around this Co-ops-how they will be managed-More practical details that needs to be worked through= Governance issues, roll out of the implementation plan.
