Center Is Round-the-Clock Guard for Chemical Threats WASHINGTON, Sept. 28 - With the nation on edge about whether terrorists' next attack will be chemical, a chemical industry emergency center here is, as always, staffed around the clock. But it is already focused on the chemical hazards at the World Trade Center and the Pentagon.CHEMTREChas taken two calls on the Sept. 11 attacks.On Thursday, the New York City Police Hazardous Materials Team called to say that officers had found several large cylinders filled with Freon… That was at 11:50 a.m.; by 12:03 p.m., the center had contacted DuPont, which makes Freon, and shortly after, DuPont spoke to the police. DuPont said they were right to worry; Freon breaks down into two poisons, hydrofluoric acid and hydrochloric acid. The center followed up with DuPont 90 minutes later to determine that the company had advised the team on what precautions to take.A few days earlier, investigators had called seeking the origin of a tank of Halon, used on airplanes and in buildings as a fire suppressant, that they found in the wreckage at the Pentagon; was it from the Boeing 767 that hit the building, or from the Pentagon itself? The center did not answer the question, but found a company to sample the material and determine its origin. It is what Carl Reynolds, the managing director of Chemtrec, calls the third leg of the triad of counter- terrorism; not prevention or discovery, but response.

CHEMTREC offers help in Columbia recoveryMarch 1, 2003 CHEMTREC was able to help Texas emergency responders who were working in the aftermath of the Columbia space shuttle explosion February 1, according to information from the American Chemistry Council. Officials at the Texas Emergency Operations Center contacted CHEMTREC for information about the chemical products that might be present in the debris. The officials requested technical information about monomethyl hydrazine and nitrogen tetroxide, two chemicals used in the operation of the space shuttle. CHEMTREC transmitted current material safety data sheets and other technical information to the operations center and contacted specialists from the producer of the chemicals, making vital information available to emergency responders as needed. Emergency personnel used this information to safely begin the recovery operation, while ensuring the safety of the response team and the public…

CHEMTRECand National Security CHEMTREC funds and operates the Chemical Sector Information Sharing and Analysis Center - ISAC • Funded and operated by CHEMTREC as a public service of the American Chemistry Council • Provides industry with timely and critical information regarding potential or actual threats • Provides a “go to” resource for DHS to communicate with the chemical sector

  17. How does the ISAC work? The Chemical Sector ISAC includes the following key elements: • Listing of “vetted” members of the chemical sector • An electronic communication system providing timely, accurate and actionable information regarding physical and cyber threats; and • An electronic communication system that allows for voluntary and secure reporting of unexplained or suspicious incidents occurring at facilities or in transportation. • Information sharing with other ISACs (Surface Transportation, Trucking, and others)

Chemical Sector ISAC Notification Process Threat or Event Department of Homeland Security DHS transmits alert to CHEMTREC Participant’s notify DHS directly of any event or threat that meets established criteria and threshold through secure ISAC communications web interface American Chemistry Council/CHEMTREC DHS can notify specific company or participant directly with additional specific information Alert is reviewed* then immediately transmitted to participating company contacts. Chemical Sector ISAC Participants *includes coordination of information with related ISAC’s
