Special Service Area (SSA)Overview A Special Service Area (SSA) is a public/private partnership in which property owners pay an additional tax used for supplemental services for the maintenance and enhancement of the proposed SSA district. Services are supplemental to what the government provides generally. SSA’s provide public way stewardship such as sidewalk cleaning, landscaping, marketing, and safety services. They also provide: A well maintained, safe and attractive district Consistent funding source to meet annual and long-term goals Potential for enhanced property values, retail sales and reduced vacancies Leverage with other funding tools/leadership Advertising and marketing, business recruitment/retention and parking Safety programs Sidewalk maintenance and beautification, landscaping,

    3. SSA Overview, Cont’d. SSA programs are funded by a generated tax levy paid by taxable properties in the SSA. This levy is collected on the Cook County real estate tax bills and disbursed by the City to local SSA provider agencies (Southeast Chicago Chamber of Commerce), which will deliver the SSA services. The City’s Department of Community Development provides oversight, monitoring, and support for SSA’s. A local SSA Commission comprised of property owners or lessees recommend the services, budget, and provider agency to the City. Commissioners are appointed by the Mayor, serve without compensation, and convene open public meetings.

SSA Services/Improvements Additional Services Include: District Directories, Websites, Special events, Shopper rebates Trash removal, Snow plowing, Graffiti removal, Landscaping Streetscape elements, Holiday decorations Site marketing, Demographic analysis, Façade rebate programs Shuttle buses, Bicycle and public transit promotions Subsidized public parking lots Security cameras, foot patrol, car patrol and bicycle patrol

    7. Roles and Responsibilities Role of an SSA Commissioner: As an SSA Commissioner, you are representing the City of Chicago on the Commission as a public official. Your role includes the recommendation of the annual SSA services, budget and service to your local Aldermen and the Department of Community Development. You will also approve budget revisions and advise DCD on such revisions. You will be required to file annual City and County ethics statements. Your term of office shall run the number of years as set in your SSA establishment ordinance.

    8. Roles and Responsibilities, Cont’d. Role of the City of Chicago: DCD oversees SSAs, processes and reviews budgets and tax levies, and monitors performance. The Office of Budget and Management reviews SSA budgets and annual audits. The Department of Law prepares ordinances pertaining to SSAs. The Department of Finance Risk Management Division establishes and reviews SSA insurance requirements. The Mayor’s Office appoints SSA Commissioners. City Council authorizes SSA designations, services and budgets, service providers, and confirms SSA Commissioner mayoral appointments. The City Comptroller distributes tax collections to the SSA Provider Agency.

    9. Roles and Responsibilities, Cont’d. Role of the Service Provider: DCD contracts with Service Provider Agencies (Chamber) which function as the SSA’s General Contractor. They provide and/or coordinate the provision of SSA services, which may include hiring staff and/or subcontractors as needed to fulfill the SSA services. Service Provider Agencies generate program reporting and assist the City with application processing of SSA Commissioners.

    10. SSA Commission Candidates SSA commissioners are the local governance for SSA’s. They are created in each SSA establishment ordinance. Their powers are three-fold: Recommend the annual services Budget Service provider File City and County ethics statements The term of office shall run the number of years as set in your SSA ordinance Candidates should represent the SSA district, including owners/lessees, land use, and demographics. Commissions should be local property owners or lessees.

    11. Commissioner Application Components Part 1: To be considered for your local SSA Commission, complete Part 1, attach a resume, and submit to the Southeast Chicago Chamber of Commerce. If you are nominated for your local Commission, you will then complete Part 2, which includes part 1 plus: Principal Profile Form (to conduct City debt investigations) No debt to the City (water, scofflaws, taxes) Affidavit of Child Support Compliance (regardless of having children) Cleared City debt reports (prepared by the City) City Board of Ethics Statement (new candidates) Aldermanic Letter of Support
