  2. Convergence An approach to build durable assets while providing employment under MGNREGS.

  3. Necessity of Convergence • limitation of MGNREGS Labour & Material ratio (L M Ratio)- • 60:40 L M Ratio is required • For GP as PIA, ratio to be maintained at GP Level • for line departments, ratio to be maintained at block level • To expedite utilization of funds of other programme- • mainly material component is required from other scheme. Therefore fund utilization is expedited. • Additional financial support for IHHL construction. • Only Rs. 4600 is the motivational amount in NBA, where as actual cost of toilet is about Rs.13000. Therefore additional financial support up to Rs. 4500 is made available from EGS.

Necessity of Convergence • To involve line departments like PWD, water resource, forest for there expertise for- • Road and Cross Drainage works by PWD, • Water retaining structure by water resource department. • Plantation by forest department depending upon life, climate, growth rate, etc. • Need of community demand for village infrastructure like • internal village concrete roads, • Aanganbaribhawan etc.. • Development of traditional water bodies. • Need of individual demand for sustainable livelihood Like apnakhetapnakam, digginirman, horticulture etc.

  5. Necessity of Convergence • To take-up bigger project’s. • Bigger and important projects may be constructed by convergence. • Many Big projects have been constructed by conversing MGNREGA and other schemes. • Number of diggis / Tankas have been constructed.

  8. Major Activities under Convergence Dovetailing with – BRGF Scheme Nature of works :- (a) Block Level Bharat Nirman Rajeev Gandhi Seva Kendra- Amount spent - Rs. 14.4 Cr. (out of total cost of Rs 25 lacs, @ 16.75 lacs per Block converged from BRGF scheme , 86 Kendra constructed) (b) Installation of solar systems at GP Bharat Nirman Rajeev Gandhi Seva Kendra. Amount spent - Rs. 15.24 Cr. (out of total cost of Rs 3.03 lacs, @ 1.98 lacs per Solar System converged from BRGF scheme , 770 solar systems installed.

Major Activities under Convergence Dovetailing with scheme of Agriculture Department nature of works :- (a)Diggies (water tanks) – 1206 works (b) Khala Construction & Covering (water cource) – 153 works (312.53 lacs) (c) Sewan Grass, Pasture land Development (RKVY & Agriculture Department) works amount 43.75 lacs.

Major Activities under Convergence Dovetailing with NBA Nature of works :-IHHL Amount spent – Amount upto Rs 4500/ is being provided for construction of each IHHL under NBA. • Total works sanctioned under NBA – 9.31 Lacs (including 4.30 lacs of CM BPL & IAY). • Convergence with NREGA – 6.20 Lacs (including 2.85 lacs of CM BPL & IAY). • 93000 MR's (15%) have been issued against 6.20 lacs toilets. • 1.47 lacs (16%) Toilets have been completed against 9.31 lacs toilets.

  12. Reason of Less Convergence with NREGS • Lack of MIS Support - Present MIS doesn’t give exact status of convergence. • Uneven Employment Demand - EGS is a demand based programme, Demand is not uniform during the year. So uneven availability of labour results in delayed completion of works and enhanced cost.

  13. Reason of Less Convergence with NREGS • Coordination between two agencies – There is time lag in issuing individual sanctions, release of installments etc. Due to lack of coordination between two agencies, pace of work suffers. • Processes under MGNREGS – Processes in EGS are very rigid. Funds of other scheme used for dovetailing has to confirm to same processes. Therefore implementing agencies at times do not take initiative for convergence.

  14. Suggestion for effective Convergence • Adequate MIS Support – MIS support needs to be enhanced for convergence of works. • Advance preparation of action plan and release of funds by concerned funding department to MGNREGS.

Suggestion for effective Convergence • All Activities which are permissible under MGNREGS should not be allowed independently – Many activities of MoRD like development of watershed & Soil conservation is admissible activity is permissible under EGS. Therefore watershed & Soil conservation activities should not be allowed independently. Suitable change may be made in the guidelines of EGS & Water shed. • other ministries which are willing to create assets for their use should transfer funds to the EGS implementing department at state level Like ministries of WCD for construction of Aangan bari, Ministry of Drinking water and sanitation for construction of IHHL, Ministry of Youth Affairs & Sports for construction of play field etc.

  16. PariSampatiNirmanNidhi Parisampatti Nirman Nidhi (Community Assets Creation Funds) • Hon’ble CM announced creation of separate fund for construction of durable assets under MGNREGS • Amount earmarked in FY 2013-14: Rs. 150 Cr • Thrust – GP which have used 40% material component under MGNREGS and works are still incomplete, will get additional funds from Parisampatti Nidhi for creation and completion of durable assets. • Result- Need not to look other schemes for creating durable assets having material more then 40%. .
