The AFN Fisheries Sector (established on April 30, 2018) advocates for federal legislation, policies, and programs to support implementation of Aboriginal and Treaty rights aimed at establishing self-governing fisheries. Guided by the AFN National Fisheries Committee • RC Roger Augustine (NB/PEI) and RC Terry Teegee (BC) – co-Chairs • Chiefs and technical reps from 10 AFN Regions June 20, 2019, Slide 2

  3. National Chief meets with DFO Minister • In Dec 2018 National Chief Bellegarde met with Minister Wilkinson • requested to involve FNs in co-developing Aquaculture legislation • financial support for an AFN National Fisheries Forum • concerns with Freshwater Fish Marketing Corporation • progress on Fraser Salmon Management Council negotiations • Minister receptive to requests and agreed to meet with National Fisheries Committee June 20, 2019, Slide 3

National Fisheries Committee • Advise and support First Nations interests on fisheries issues (e.g. aquaculture, inland fisheries, and oceans management) • Met with Minister Wilkinson in Feb 2019 to discuss Supreme Court Decisions, co-development of Aquaculture Act, Indigenous Knowledge, Inland Fisheries Support, co-development of funding programs for Species-at-Risk and AAROMs June 20, 2019, Slide 4

Canadian Council of Fisheries & Aquaculture Ministers • Miawpukek First Nation Chief Misel Joe and Ken Paul presented to CCFAM in Dec 2018 on importance of Indigenous Knowledge Systems in First Nations fisheries management and governance • Request to include AFN in CCFAM’s 6 task groups: aquaculture, inland fisheries, marketing, Bill C-68 implementation, invasive species, and oceans. • Potential invite to next CCFAM meeting for summer 2019 June 20, 2019, Slide 5

  6. Bill C-55 Oceans Act • Feb 21st – Sumas First Nation Chief Dalton Silver and Ken Paul presented to the Senate Committee on Fisheries and Oceans • AFN Submission on Bill C-55 focused on: • Protection of First Nations rights and jurisdiction • Indigenous Protected and Conserved Areas • Designation, monitoring, and surveillance of Interim Marine Protected Areas • Bill C-55 received royal assent on May 27th June 20, 2019, Slide 6

  7. Bill C-68 Fisheries Act • May 7th - RC Terry Teegee (BC) and Ken Paul presented to the Senate Standing Committee on Fisheries and Oceans • AFN Submission on Bill C-68 focused on: • UN Declaration as a Guiding Reconciliation Framework • Protection of First Nations inherent and s. 35 constitutional rights • Protection of water flows as part of fish habitat • Inclusion and protection of Indigenous Knowledge Systems • Bill C-68 amendments passed 3rd reading at Senate June 20, 2019, Slide 7

Bill C-69 Impact Assessment Act • AFN Fisheries Sector supported Environment Sector in Bill C-69 Analysis – focused on amendments to Canadian Navigable Waters Act • AFN Fisheries Sector co-led 2 regional First Nations dialogue sessions with Environment Sector to facilitate understanding on potential impacts to Aboriginal and Treaty rights • Bill C-69 amendments debated mid-June June 20, 2019, Slide 8

  9. Aquaculture Working Group • Began discussions on development of a new Aquaculture Act and draft regulations under the Fisheries Act • Initial work to prepare for co-development of an Indigenous Engagement Plan to prepare for consultations on new legislation in Fall 2019 • Anticipated work on general aquaculture regulations to support ecosystem approach to aquaculture management June 20, 2019, Slide 9

  10. Inland Working Group • Discussions on Ministerial Advisory Panel on review of Freshwater Fish Marketing Corporation (FFMC) • Over 90% of FFMC clientele are Indigenous fishers; has direct impact on many First Nations, including marketing and partnership opportunities • March 2019 meeting between Ministerial Advisory Panel and Inland Working Group, feedback provided ahead of final report to DFO June 20, 2019, Slide 10

Oceans Working Group • Ongoing discussions on Marine Spatial Planning – management of Ocean activities, balancing human activity with marine protection • Continued engagement with Parks Canada Agency on revised policy for National Marine Conservation Areas (NMCAs) • Learning about Government of Canada initiatives and advising the National Fisheries Committee on potential impacts to First Nations June 20, 2019, Slide 11

  12. Looking Forward • Ongoing work for Fisheries Sector – renew plans and strategic priorities, focused on key mandates through AFN resolutions in the coming year • Support, promote, and protect the advancement of First Nations’ inherent fishing Rights and Title, including Treaty rights to all aquatic and ocean resources, and marine habitats contained within their territories June 20, 2019, Slide 12
