  1. DTS Experiences at Minnesota Power Tom Chambers 2008 EMS Users Conference Atlanta, GA

  2. Credits to… • Matt Novitzki • Programmer Analyst Senior • Paul Koskela • Engineer Senior • Mark Pinney • Operations Trainer • Rick Liljegren • System Operations Manager • Vendor Personnel

  3. Today… • About Minnesota Power • Implementation • Experiences • Case Studies • In-house Restoration Drill (detail) • Observations • Questions

  4. Minnesota Power • Small/Medium size (1700 MW Load) • Service Territory is Northeast MN • Duluth, MN • Large Industrial Loads • Large flows N to S and W to E • DC, Phase Shifters, SVC

  5. Implementation • Spring 2006 – Upgraded to Rel. 8.1+ • Hardware Upgrades • Enternet Control (Java webapp based UI) • PNA to TSM • DTS (again)

  6. Pre-Upgrade • TSM In-house Workshop • 1 week with Vendor Engineer • Set up system to take advantage of TSM features not in PNA • Resolved Model Problems • Problem Solving • Basic User/Admin Training • TSM Configuration • Produced model for TSM/DTS upgrade

  7. Pre-Upgrade • DTS Factory Acceptance Tests • System Level Tests • Simulation Initialization Tests • Power System Simulator Tests • Simulation Event Processor Tests • Conditional Event Tests • Data Acquisition and Control Tests

  8. Post-Upgrade • Reran FAT In-house (SAT) • Generated, Installed Fixes and Tested many Problem Reports

  9. Post-Upgrade • DTS In-house Workshop • 1 week with Vendor Engineer • Basic User/Admin Training • DTS Configuration • Problem Discovery and Resolution • Sample Scenario Building • DTS In-house Instructor Training • DTS In-house User Training

  10. Post-Upgrade • Converted our System One Line Displays to have Apps and Power System Simulator Views. • Matt and Paul Attended the Vendor Power System Applications Users Seminar in Fort Collins, CO

  11. Post-Upgrade • Internal Model Verification • Vendor Visualization Method • db2gml.sh and db2gml_bus.sh scripts • yED • Results compared verses One-Line diagrams and model notes

  12. Experiences

  13. Operator Training Held • MISO Restoration Drill • Two Sessions in Fall 2006 • Day 1: Scenarios (basic training) • Day 2: Blackstart (from Hydro) • MP Restoration Drill • Three Sessions in Spring 2007 • Day 1: Scenarios (Case Studies) • Day 2: Blackstart (from Hydro)

  14. Operator Training Held • MISO Restoration Drill • Three Sessions in Fall 2007 • Day 1: Scenarios (more advanced: DC single pole operation, SVS – runback scheme) • Day 2: Blackstart (two island scenario) • No Drill in Spring 2008 • MP Restoration Drill (Planned) • Three Sessions in Fall 2008 • Day 1: Scenarios • Day 2: Blackstart (Sept. 18th 2007 separation)

  15. MP Model… • ~250 Internal Busses • ~1000 External Busses • Features • DC Line • Seasonal Limits • Special Protection and Runback Schemes • Automatic Contingency List

  16. DTS Staff… • System Operations Trainers(2) • System Performance Engineer • ITS EMS Support Programmer/Analyst • None are full time DTS!

  17. Problems up front… • System crashed during Simulation Preparation • Controlling a non-modeled point crashed DTS • Reloading snapshots failed • Could not restart a simulation from a Simulation Data Collection Snapshot

  18. Tips… • Get DTS Experience before first FAT • DTS is only as good as the Model • Create a DTS Station/Points • Points can be used for execution of blocks of predefined events immediately through conditional events • Points can be used as flags and/or pseudo timers with conditional events

  19. Tips… • Be creative • Sequential Control • Custom Applications • Do not reinvent the wheel • Scenarios vs. Power System Functionality • Script the Scenarios (Library of Scenarios) • Setup, execution and expected results • Trainer implemented vs scheduled Scenarios

  20. During the past year… • Internal Model Improvements • Updates to External Model • Problem Resolutions • Promoted use of DTS and TSM • Release 10 Upgrade with DTS enhancements • Added 345KV Tie Line with Phase Shifter • Used DTS to validate External Model and simulate new 345KV line before in-service

  21. Next up… • Refine Boundary Model with Telemetry • Continue Problem Resolution • Continue Promoting use of DTS and TSM • System wide dynamic display • Additional Frequency mappings into DTS • Fall 2008 Vendor Apps Users Group • Phasor Measurements?

  22. Case Study Day 1: Restoration Drill

  23. Case Study: Restoration Drill • TSM 101 • Basic TSM Training • Execution and TSM Display Review • Provides a means to view system conditions of the snapshot used for the scenarios

  24. Case Study: Restoration Drill • Scenario 1: Bad Measurement • TSM State Estimator Bad Measurement Summary • Scenario 2: Most Severe Contingency • TSM Contingency Analysis: Contingency Case Report • TSM Study Case • Apps View – What-if Analysis • TSM Summaries (Limit Violations)

  25. Case Study: Restoration Drill • Scenarios 3-5: Special Alarms • Breaker Low Air Pressure • Breaker Low Gas Pressure • Breaker Blocked after delay • RTU Failure • Review Alarm Book • Discuss Impacts • Call Company Experts

  26. Case Study: Restoration Drill • Scenario 6: Bus/Transformer Lockout

  27. Case Study: Restoration Drill • Scenario 7: Loss of Communications • Alarm Book • Scenario 8: Tie Line Fault • Discuss procedures for restoring a tie line with another company

  28. Case Study: Restoration Drill • Scenario 9: Most Severe Contingency • Part II – Event happens • Implement TSM Plan developed earlier • Check for new Most Severe Contingency

  29. Case Study Day 2: Blackstart

  30. Observations • DTS has finally matured • DTS Requires Significant Support • Engineering • Programming • Training • Powerful Tool • Real life results can be achieved • Accepted by Operators
