  2. Overview of System • Sewer system dates back to early 1900’s • Service area ~ 45 mi2 • 640 miles of sewers • Service population ~ 145,000 • Two plants with 37 mgd capacity • 31 pump stations 2002 ACWA Annual Pretreatment Conference

  3. Pretreatment • Delegated in 1987 • 18 SIUs,8 MIUs, 32 LODs • >500 Restaurants • Staff: • Pretreatment Coordinator • 1.5 FTE Tech/Engineer • Contract sampling/laboratory • Operations Support 2002 ACWA Annual Pretreatment Conference

  4. Operations Support • Operations – Sewer Div. has 22 workers • 2 OGM Inspectors • TV inspectors • Line O&M • Pump station O&M • Construction/Repairs • New construction inspectors 2002 ACWA Annual Pretreatment Conference

  5. The Way We Were 1987-1993 Regulated Fats, Oils, Grease with a 50 mg/L Local Limit 2002 ACWA Annual Pretreatment Conference

  6. Did it Work? In 1993: • Frequent sewer backups • Manual grease removal from headworks at Eastside • Overload of scum handling equipment at Westside • $100,000/yr for claims from sewer blocks • 10% of operator time at plants dedicated to dealing with grease at Plants 2002 ACWA Annual Pretreatment Conference

  7. Revisiting Our Approach 1993 • Qualitative limits were ineffective • Use qualitative criteria instead • Make sure interceptors/traps were removing grease from the system 2002 ACWA Annual Pretreatment Conference

Starting Up(1993) • Targeted problem areas in sewers • Visited contributing restaurants • Told restaurants they needed traps to comply with 50 mg/L FOG limit • Worked with plan reviewers to require compliance with UPC for new facilities • Started inspecting maintenance procedures -Observed/inspected interceptor pump outs 2002 ACWA Annual Pretreatment Conference

  10. Results • Within 2-3 years, claims from sewer backups reduced from $100,000/yr to $25,000/yr • Eliminated headworks skimming at Eastside • Grease at Westside could be handled with current equipment 2002 ACWA Annual Pretreatment Conference

Program Changes • Pretreatment Ordinance -1996 • Removed 50 mg/L FOG limit • Expanded technical requirements; added interceptor requirements • Specifically required retrofits if needed • Added maintenance requirements • Authorized inspection by City Primary Change: implementation 2002 ACWA Annual Pretreatment Conference

  12. Program Changes • Operations - 1993 • Hired inspectors dedicated to OGM • Work with building permits/inspectors • Used expanded authority to require retrofits & inspect facilities • Began using ERP to enforce Ordinance • Increased education 2002 ACWA Annual Pretreatment Conference
