In recent years, the Government of India has taken many initiatives to enact an era of e-governance to improve the provision of public services. The National E-Governance Plan (NEGP) encompasses numerous high-impacte-governance projects identified as mission-mode projects (MMPs). A project focuses on the reform of passport services in India. The Ministry of Foreign Affairs (MEA) is responsible for passports to Indian citizens through a network of 37 passports across the country and 180 Indian embassies and consulates abroad.

In recent years, the growth of the economy and the spread of globalization have led to passports to increased demand and related services. Passport demand is estimated to increase by about 10% per year. This increased demand for passports and related services comes from both the large cities and small cities, which creates a need for greater reach and greater availability. To improve and provide passport services to improve Indian citizens, the Ministry of Foreign Affairs (MEA) started to passport Seva (PSP) in May 2010.
