PSGP Administration • The PSG Program is administered by the DHS Office of Grants and Training (G&T) - Previously named the Office of State and Local Government Cooperation and Preparedness (SLGCP) and Office of Domestic Preparedness (ODP) • Most all of this presentation is pre-decisional material. Maintenance, Staffing, Fuel costs, etc. are notfunded.

  8. Port Security Grant Program 2006 • Budget $400 Million • G&T will continue to leverage its partnership with USCG, OIP (Office of Infrastructure Protection), CBP, TSA and MARAD. • Funds must be obligated within 30 months of being awarded.

PSGP 2006 Eligibility • Initial eligibility – Nation’s 100 most critical port areas (to be defined by USCG and other DHS Agencies) • Additional eligibility: • Facilities within a 2-mile radius of the port area’s commercial waterway. • Facilities that fall outside the 2-mile radius, but are included in the Area Maritime Security Plan are eligible to apply.

National Priorities For Funding • Protection against small craft attacks • Protection against underwater attacks and vehicle borne improvised explosives • Enhanced explosives detection capabilities for the owners/operators of vehicle ferries and associated facilities • Maritime Domain Awareness (new priority for FY 06)

Maritime Domain Awareness (MDA) • Critical enabler that allows leaders at all levels to make effective decisions and act early against a vast array of threats to the security of the US, its interests and allies. • MDA responds to the following National Priorities: • Expanded regional collaboration • Strengthening info sharing & Collaboration capabilities • Strengthening interoperable communications

  16. MDA (continued) • Projects that address the enhancement of Knowledge Capabilities within the Maritime Domain include, but are not limited to: • Command • Control • Communications • Enhanced Intel Sharing and Analysis

  17. Project Requirements • 25% cash match of total project funded for all applicants. Exceptions: • If the project is less than $25,000 • If applicant determines “Higher level of (Federal) support is required”, an appeal can be made to the Secretary of DHS. • Certification of participation in the Port Wide Risk Management Planning (PWRMP)

Planned Roles for FY06 PWRMP Process • COTP’s • Develop PWRMP: • Guidance & templates will be developed by G&T and USCG HQ for field unit distribution. • Leverage existing Port Security Risk Assessment Tool (PSRAT and the new MSRAM) • Incorporate AMS Committee and MARAD Regions in development process.

  20. PWRMP (continued) • For the PSG Program FY06, a form letter simply stating that your facility, vessel, etc. will participate in the program will satisfy this requirement. Note: AMS Committees will be relied on heavily to assist the COTP with the development of this program, and future port area risk assessments.

Planned Roles in the FY06 PSG Program Process • COTP’s • Lead field reviews ensuring consistent application of guidance. • Complete data forms • Port Area Project Priority List (In cooperation with MARAD) • Field Review Sheets • Submit Port-Wide Project Priority List for each eligible port area and project Field Review Sheets to USCG District Command.

  22. Planned Roles in the FY06 PSG Program Process (continued) • USCG District Command • Review COTP Port-Wide Project Priority Lists prior to their submission to the national review panel. • Serve as conduit of information between CG HQ and COTP Zones.
