  7. 1991 1992 1993 1994 1995 1996 1997 1998 1999 2000 2001 Disparity of prices and delay in tariffs increasing has damaged the economic operation of power companies. During 9 months of 2001 26 companies of RAO UES holding became unprofitable (the summarized losses amounted to RUR3294.5bn).

Costs management Results, problems and tasks • Major sources of costs reduction: • Fuel costs (57%) • Overhaul costs (11%) • Non profile activity costs (9%) • Raw material costs (8%) During 9 months of 2001 the costs have been reduced by RUR8.5bn or by 3.8%of the total costs to be reduced • Instruments of implementation: • business planning; • budgeting; • costs management projects A Decree of the Russian Governemnt «On Stimulating Costs Reduction In Organisations of the Power Sector» is needed • The resources gained as a result of costs reduction may be used in: • financing energy saving projects; • motivated and training the personnel, social programmes
