Definitions • Max Weber, the German Sociologist, principally developed the organizational definition of bureaucracy, and conceived of the concept in two aspects, namely: “(a) the social mechanism that maximizes efficiency in administration, and (b) a form of social organization with specific characteristics”. • Bureaucracy is a type of arrangement characterized with hierarchy, clearly spelled out rules and regulations, functional specialization, division of labor, rationalization and centralization

  4. Bureaucracy in Pakistan Bureaucracy in Pakistan is the successor to the former Indian Civil service. Following are the main characteristics of Pakistan’s bureaucracy • Powerful and elitist service • Merit-based recruitment • It retained hierarchy of cadre • It has Espirit de corps • It retains its independence • Mixture of civilian and military officers • It is politically neutral • It has secretariat system • Composed of generalist administration • Dichotomy of staff and line officers • Rigid pattern of ranks

  5. Defects Following are the defects in Pakistani Bureaucracy • Red tapism • Self aggrandizements • Aloofness • Bribery • Nepotism • Favoritism • Frustration • Blockage of promotion
