State Fiscal Stabilization Funds $1.56 billion (total Phase I and Phase II) to help stabilize education budgets and minimize state and local budget cuts in exchange for state’s commitment to advance essential education reforms. SFSF Update • Districts are now receiving SFSF payments (or will shortly) • SFSF Quick Guide on PASBO and PDE website • USDE and PDE will be doing additional monitoring on SFSF funds • Governor Rendell has proposed using SFSF for BEF in FY 2010-11 ( would allow for a BEF increase of $354.8 million) 7

QZAB (existing program) Eligible districts are those with low income, high tax effort Funds may be used for renovation or repair, equipment and technology, challenging curricula and training quality teachers Match required from business partner or private entity Qualified Zone Academy Bonds $62.7 million for 2008 and 2009 in zero interest bonds to eligible school districts for school renovations, repair and other educational activities.Qualified School Construction Bonds$316 million in 2009 in zero interest bonds to school districts for the construction or renovation of school facilities. Both types of bonds to be issued by state authority • QSCB (new program under ARRA) • Pennsylvania has determined that eligible districts will be low income, high tax effort or growing districts • Funds may be used for construction or renovation of school facilities

  9. ARRA Competitive Grants • Race to the Top Update: • PA application for $400 million; includes 120 participating school districts • and their unions & 59 charter schools. • PA announced as a finalist on March 4, 2010. • Grantees will be announced in early April 2010 (6-7 grantees expected)

  11. Purpose: Provide to the public a simple and clear explanation of ARRA expenditures and return on investment. Applies to all ARRA funds (not just education) Information will be reported by ARRA funding stream at federal and state websites: www.recovery.gov www.recovery.pa.us All LEAs and IHEs receiving ARRA funds through PDE signed contracts including (but not limited to) the following general requirements: Comply with all federal and state reporting requirements Cooperate fully with evaluators Comply with all applicable statutes and regulations Use appropriate fiscal control and fund accounting procedures See your Federal Grant Master Agreement, Rider ZZ & ARRA Agreement Addendum ARRA Reporting

ARRA Reporting Required • One Time Survey (your 1st qtr) – already completed by most LEAs & all IUs • Identifying and Contact information • DUNS & CCR registration • Compensation Affidavit (Required Annually – Calendar Year) • Information on most Highly Compensated Individuals in your organization • Three questions determine if you must report – most will NOT need to report • Quarterly Report • Quarterly confirmation of accuracy/changes in One Time Survey • ARRA reporting is on the use of funds (it is not accounting or cash management) • Quarterly activities supported by ARRA funds; Vendor Info and Payments; Jobs Data • One report for each Award, every quarter, until funds are fully expended • Quarterly FAI Cash on Hand Reports • Annual Final Expenditure Report • Additional Reports as requested by PDE and/or USDE

First-time reporters: Institutions reporting for the first time must: Register in the CCR: All entities receiving ARRA funds must be registered in the federal Central Contractor Registration System (CCR). To confirm your registration or register go to http://www.ccr.gov. Learn about ARRA Reporting: PDE’s ARRA Website has many resources for you. You can do these two steps NOW, without PDE or PAEdTrak ALL Reporters: No more eGRANTS for quarterly ARRA Reporting!! Now we have PAEdTrak!! PAEdTrak requires that All Institutions register their Users for the PDE Portal before accessing the PAEdTrak Application. You must set up users BEFORE you can use PAEdTrak to report. New System for ARRA Reporting PAEdTrak • This is not eGrants; requires new user setup • Users will access PAEdTrak through the Education Portal • http://www.education.state.pa.us • Users who have UserID’s and passwords for the PDE Web Portal or the Education Portal may use those UserID’s to log in for PAEdTrak • Users without UserID’s must create new accounts • Please review the How To Create a UserID guide in the Help & Support community 15

Three Steps to Setup PAEdTrak Security • Selecting and Approving a PAEdTrak - Local Administrator for your Institution • The Local Application Administrator at your institution must approve a PAEdTrak - Local Administrator for your Institution for all ARRA funds. • Approving PAEdTrak Users • The PAEdTrak - Local Administrator – someone who is authorized to sign documents on behalf of their organization and approve Authorized Users – must approve themselves and other Users into the PAEdTrak User application group • Login and Access the PAEdTrak application • Members of the PAEdTrak User group may login and use the PAEdTrak application for ARRA funds. 16

PAEdTrak Basics • Once PAEdTrak is open and you log on you will be able to access the following: • Review Announcements from PDE regarding ARRA Funds Reporting • Download Data Collection Templates and Instructions • View the list of Reports Submitted this Quarter • Institution Information - (Enter/Confirm/Update) • Upload Report – Upload completed Data Collection reports for the current Reporting Quarter • Help • Contact PAEdTrak

  19. Reporting Templates • Excel Templates allow for easier reporting • Include Data Validation and Prompts • Can be saved to your PC or LAN • Easier to input data than in eGrants

  23. PA Green and Sustainable Schools PDE strongly urges school districts to ensure that renovation/construction projects include green and sustainable design, materials and equipment. Districts can save money by improving energy efficiency, and making investments in products that reduce energy usage. Consulting services may be available at no charge to school districts for projects being considered in existing or proposed Title I schools identified for School Improvement or Corrective Action.
