3. Liuzhou is located in the Central part of Guangxi, an industrial and historical city. Liuzhou includes 6 coutnies and 4 districts, with a total 3.53 Million population, and 300,000 migrants. • Population: regular residents: 1,010,000, Floating population: 300,000 • In addition to Han, there are 47 ethnic groups, taking up 56% of the total population of the city

4. Liuzhou Family Planning Association (FPA) • Liuzhou FPA was Established in 1988 with 4 full time staffs • About 10, 000 FPA Association branches with 6000 members groups and 180,000 members • Extensive family planning network all over the city • Select key project staff from 100%CUP as a FPA member to increase their ownership

5. HIV/AIDS Situation in Liuzhou City • First HIV infected case was identified in 1996. • By 2006, a total of accumulated 4687 HIV infected persons with 783 AIDS cases.

HIV risk factors through sexual transmission经性传播艾滋病的危险因素 • Baseline survey showed that EEs with direct or indirect sexual service provision • EEs concentrated in 19 districts • Condom use rate in last sex among the female sex workers: around 60% • STI prevalence rate among them is about 30%, HIV prevalence rate is about 2-3% 第2－4号区域的分布图

Background of the 100%CUP in Liuzhou • Funded by UNFPA（2004－2005－2006－） • Implemented by CFPA, carried out by Guangxi FPA and Liuzhou FPA Led by the government leaders, coordinated by CPFA, and participated with multi sectors including Health, Public Security, Industry & Commerce, Youth League, Women’s Federation, etc. to mobilize all the EE owners and sex workers to be involved. • Promoted condom use in EEs

8. Strength and Weakness of FPA in HIV Prevention • Strengths - Wide network（Member group and member family in city, county and village - Lower sensitivity - A good basis of condom promotion, and RH services provision • Weakness - Sensitivity in policy - Insufficient technical capacity - STI services Conclusion: Mobilize multi sectors’ involvement, and conduct comprehensive intervention strategies

26. 阿莲的感受 A Lian – A Peer Educator’s Message • A Lian is a peer educator in a community, who is doing the peer education work in 5 EEs. • A Lian’s responsibility is to conduct condom using skills, referral, condom distribution and distribute of IEC materials • In the project, she better understand the AIDS epidemic situation and remind Sisters to increase awareness of HIV prevention. • More believe No Condom - No Sex
