  3. TOPIC: Institutional Control

  4. Institutional Control • It is the responsibility of the institution to operate all aspects of its athletics programs in accordance with NCAA rules • Demonstrated by adequate systems, adequate monitoring, commitment to rules adherence and effective rules education • The Faculty Athletics Representative is an important element in ensuring institutional control through oversight and involvement

MU FAR Oversight & Involvement • Senior advisor on athletics to the Chancellor • NCAA and Big 12 responsibilities • Oversight of eligibility and financial aid certification • Knowledge of rules and interpretations • Governance and legislative process • Responsible for personal rights and welfare of student-athletes • Reviews athletic academic support services • Serves on committees and attends meetings

  9. FAR’s Role in Investigations • Awareness of relevant legislation • Ability to search precedent (LSDBi) • Add the FAR’s “weight” to interviews • Interact with the NCAA • Inject the institutional point of view

FAR’s Role in Major Infractions Provide institutional balance to external investigative/procedural consultants Chair internal review committee that advises President/Chancellor Key participant in NCAA investigation and drafting response to allegations Knowledgeable representative in hearings Provide leadership in fulfilling penalties and drafting probationary reports

  13. Signing Waivers • Faculty Athletics Representatives are almost always required to sign NCAA and Conference waiver applications. • They need to understand the legislation and the case before they sign. • FAR provides integrity to the waiver process.

What is a Squad List? • The institution’s list of all student-athletes on a particular sports team with their eligibility status for intercollegiate competition • It assesses compliance with NCAA financial aid rules • Required for all institutions per Bylaw 15.5.11 • Must be completed for each sport and filed in the director of athletics office by the first date of competition • Updates are made regularly • MU FAR signs Squad List

  28. 2009-10 Non-Counter Form Non-recruited walk-on (all sports) & Recruited Walk-on (sports other than football/basketball)  This is to certify that NAME, student number ID, is not included in the institutional financial aid limits in the sport of SPORT because:  1.   30. Participation Reports The participation report is completed after the end of the season. Accounts for the years of participation as they apply to the eligibility and “clock” of the student-athlete. The head coach certifies participation and the FAR approves by signature.

The FAR’s Role in Monitoring and Certifying Rules Examinations NCAA Coaches’ Certification Test The FAR ensures that the test is administered in a proper manner and often is present when the test is taken by coaches. The Big 12 Conference requires that coaches take a test annually on the Conference rules.
