  2. Redesignation Project Redesignation of the ANC lands using biophysical criteria finalised in November 2018. Lands now designated using criteria such as Drainage, Slopes, Soil Rooting and Depth, Soil Texture, Organic Matter, Soil Moisture Deficit rather than by socio economic criteria. Amendment accepted in full by Commission – including additional funding of €23m Total budget of ANC now stands at €250m An RoinnTalmhaíochta, Bia agus Mara │ Department of Agriculture, Food and the Marine

Outcome of Redesignation 95% of 54,000 townlands have land designations unchanged. 2,000 additional townlands made eligible – over 4,000 farmers newly eligible for ANC. 700 townlands no longer eligible – 730 farmers with actual financial loss.   4. Areas of Natural Constraints (ANC) Scheme ANC 2019 scheme is mainly unchanged from 2018 Scheme. Mountain, More Severe and Less Severe land types now Category 1, 2 and 3 respectively. Arable Lands in designated townlands now eligible for ANC. Stocking requirements remain unchanged. Payments have increased.   5. ANC - Basic Scheme Requirements Apply using the Basic Payments Online Application system and tick the appropriate (ANC) box on the 2019 Basic Payment scheme application form. Hold a valid herd number Farm at least 3 Ha of eligible disadvantaged forage land in your own right. Maintain stocking density as specified. ANC – Stocking Requirements Stocking density can be satisfied by cattle, sheep, goats, deer and/or equines – including Donkeys From 2020 only 50% of stocking density requirements can be filled using donkeys. Maintain a minimum stocking density of 0.15 livestock units per forage hectare for 7 consecutive months of the 2019 calendar year. Maintain an annual average stocking density of 0.15 livestock units per forage hectare for the 2019 calendar year. Eligible arable lands do not have a stocking requirement.   7. Proof of Stocking Applicants with sheep and/or goats must have submitted a Sheep/Goat Census return for each scheme year as specified. In the case of equines, the Original Passport must be submitted (only after 31st July 2019) - certified copies will not be accepted. In cases where it is necessary to submit a flock register for sheep and goats, the Original Flock Register must be submitted - certified copies will not be accepted.   9. ANC Derogation Cases and Unavailable Lands Derogation available where stocking is restricted due to compliance with an Agri-Environmental scheme or Measure. Relevant applicants should contact the Department regarding derogation requirement. Where any forage areas are not available to the applicants for the full calendar year they must advise the Department accordingly and notify of the period of availability.   10. Areas of Specific Constraints– Island Farming Scheme Conditions the same as those outlined for ANC. Lands must be situated on an off-shore island with no permanent access to the mainland such as a bridge or causeway. Can be claimed in addition to ANC. All eligible lands covered – no 3 hectare rule. Island Farming Scheme Payment Rates Annual Budget of €2 million. €250.00 - Up to and including the first 20 hectares of Areas of Specific Constraints or part thereof. €170.00 - Greater than 20 hectares or less than or equal to 34 hectares of Areas of Specific Constraints. € 70.00 - Greater than 34 hectares or less than or equal to 40 hectares of Areas of Specific Constraints.
