Resident Coordinator System Mutual Accountability Framework RC and UNCT Performance Appraisal Cycle Following this framework, Resident Coordinator System organizations hold each other accountable and work collectively under the RC’s leadership and as a Country Team to achieve agreed results that support national priorities and plans. Reference: TCPR 2004 and the RC Accountability Framework, RC Issue s Group, March 2006.

Operationalizing the RCS Mutual Accountability Framework One common five year plan: The UNDAF represents the overarching strategic framework for the coordination of country level UN operational activities and serves as the overall accountability instrument for delivery of shared results in line with national priorities and plans, global commitments and treaty bodies. Accounting for and measurement of individual contributions by RC and UNCT members to UNDAF results are operationalized through the annual performance appraisal system. Date Annual Performance Appraisal: Process Steps and Timeline • UNCT work plan • RC performance plan includes 5 key results • UNCT members’ work plan includes 1-2 UNCT results and3-4 agency-specific results • RC and UNCT submit annual work plan to RDT • RC submits performance plan to RDT • UNCT members submit performance plans to agency supervisor, including UNCT results. • Competency development and training • Rebuttal mechanism • Dispute resolution mechanism
