RESULTS (1): NATIONAL CAPACITIES & OWNERSHIP • Territorial Poverty Monitoring System and database on Poverty Monitoring • Innovative methodologies, approaches and instruments • Capacity building activities – trainings, seminars, workshops • Evidence on capacity gaps in the implementation of Conventions on Environment • An information sharing NGO network promoting gender equality issues

RESULTS (2): ENABLING POLICY ENVIRONMENT • “Poverty in Moldova 2003” • “Policy Performance 2002” • Inputs into the elaboration process of EGPRSP • First draft “Economic Policies for Growth, Employment and Poverty Reduction” • e-Readiness Report • “Information Society Technologies for Development” • Integrated Inter-sectoral Analysis

RESULTS (3): PARTNERSHIPS FOR DEVELOPMENT • Mechanisms to foster participation established and resulted in: • strengthened cooperation between different society groups • national experts speaking the same language as international consultants • expressed political will on specific development priorities • enhanced leadership and ownership by national partners • better donor coordination • greater influence and development effectiveness in case of joint donor initiatives

  6. MAJOR CONSTRAINTS • Limited statistical capacity at the local level • Limited participation of line ministries • Difficulties in reaching consensus over strategic recommendations • Lack of mechanisms in public sector to attract specialists from different areas for strategic analytical work

LESSONS LEARNED • National Poverty Monitoring System is not adequate without regional/local level • Participation mechanisms should be carefully thought out and planned before launching an initiative • Don’t underestimate efforts and time necessary for the establishment of partnerships – every participatory process needs time! • In order to foster ownership over the final product, it is important to actively advocate for its benefits at planning stages.

  8. PLANS for 2005 • Development of a national M&E system (in a broader framework of EGPRSP/MDGs) • Analytical work – in the areas insufficiently explored • Increased access to and better use of statistical data and analytical information • Further use and strengthening of mechanisms to foster participation • Further exploring possible interventions for strengthening strategic policy management at the regional/local levels.
