  2. History The first bacteriology laboratory was founded in thecountry in the name of ``Bakteriyolojihane-iOsmani`` (Bacteriologyhouse of Ottoman) in 1894 under the management of Dr. Mourice Nicolle from France.

  3. In the same year cattle plague serum productionhad beenstarted. In 1912 institute was transferred to its final location in Pendik. During that period Barbon (Pasteurellosisbubalorum) vaccine, Tuberculin and Malleinhad beenstartedtoproduction.

  4. Followingthe proclamation of Turkish Republic, the phase of improvements started in 1923. During 1949-1964 first contacts with FAO, pathology laboratory founded, revolving fund established. During 1965-2001 equipments updated and institute magazine wasestablished.

  5. Responsibilities Pendik Veterinary Control and Research Institute is directly committed and works under Turkish Ministry of Agriculture and Rural Affairs (MARA). Pendik Inst. serves to 12provincesin Trakya and Marmara Regions in some parts of their duties and serves to all country with the other duties such as biological productions, diagnostics and drug quality controls.

The institute continues in the fields of researches,diagnostics services,production,education,publishing,strategy and project development. • With these studies institute has established bounds with organisations such as FAO, OIE, EU, VLA, IAEA, AFFSA, WHO-MZCC and developed common projects and strategies.

  13. Avian Influenza outbreaks in Turkiye • First occurence of Avian Influenza in Turkiye was defined on • 5 October 2005 in province of Balıkesir, Manyas district, Kızıksa town • As a result of measures taken got under control. Progress was regularly reported to international organisations.

  14. Second outbreak was on 15 December 2005 from Iğdır province’s Aralık district, in East Anatolia Region. • H5N1 type of Avian Influenza was identified by National Reference laboratory on 26 December 2005 and it was also confirmed by Weybridge-England which is EU reference laboratory as type H5N1 on 07 January 2006.

Avian Influenza 25 December 2005 – 26 February 2007 • 247 confirmed cases • 246 of which were of HPAI H5N1 virus • 1 of which was of LPAI H7N1 virus. • Amongst these outbreaks • 217outbreaks in domestic poultry - 216 were determined in backyard flocks - 1 was small scale commercial flock in Elazıg • 30 cases were determined in wildlife

  16. Avian Influenza • The latest confirmed wildbird case in February 2006. • The latest confirmed case in domestic poultry in February 2007. • The most recent disease report that has led to a confirmed case was on 26 February 2007 • Notification OIE and EU

  17. The disease was observed in 53 of the 81 provinces. 19 had one confirmed outbreak, 14 had 2 confirmed outbreaks.3 had more than 10 confirmed Samsun had around one quarter of the national total of confirmed outbreaks, 59.

PROJECT PURPOSE Overall objective The overall objective of the project is to minimize the threat in Turkey posed to humans by Highly Pathogenic Avian Influenza (HPAI) infection in domestic poultry and other animals, to diminish the burden of disease and loss of productivity, and to improve influenza pandemic preparedness and the response to this and other infectious disease threats to humans. Project purpose The project purpose is to support MARA and MoH in policy and strategy development for AI preparedness & control and strengthening the capabilities of Veterinary Services for effective and efficient AI disease control and eradication activities.

  23. PROJECT PURPOSE • Results to be achieved1. National strategy developed and regulatory framework improved;2. Epidemiology studies and surveillance programmes improved and disease information systems upgraded;3. Veterinary services strengthened and inter-institutional coordination improved;4. Public awareness raised regarding good poultry keeping practices and bio-security measures.

  24. BACKGROUND OF THE PROJECT • Eight regional Veterinary Control and Research Institutes (VCRIs) provide laboratory services with the ability to achieve virus isolation. Three of them, Bornova, Pendik and Etlik institute AI laboratories in charge of virus identification. Bornova institute the national reference laboratory. They areequipped and competent to undertake a broad range of standard diagnostic HPAI tests and provide technical backstopping to the other 5 regional laboratories authorized for AI diagnostics. However the conditions of those three laboratories do not meet the required bio-safety standards. Therefore GDPC plans to upgrade them to BSL 3.
