  1. Next The State Controller’s Office has added a new dimension to IPOPS (Idaho Paperless Online Personnel/Payroll System) Employee Self-Service Employee Self-Service is being introduced in connection with Medical Open Enrollment 2005.

  2. Next • Questions that are specific to the Medical Open Enrollment process or Health and Dental benefits should be directed to the Office of Group Insurance. • Group Insurance: • by phone in Boise 332-1860 • outside Boise 800 531-0597 • by email ogi@adm.idaho.gov

  3. NOTE: If no changes are being made for Medical Open Enrollment – no action is required. Next During the Medical Open Enrollment period the only items that can be changed are: Changing from PPO to Traditional or Traditional to PPO or Changing from Pre-Tax to Post Tax or Post Tax to Pre-Tax Changes to dependent information or dropping insurance benefits can be done at any time. These changes are a separate action from open enrollment and need to be done as a separate application.

  4. For employees who view their pay stub on-line, use; I-Time, P-Card, Travel Express or IPOPS the log-on process should be familiar. If no assistance is needed with Logging on, or with the User Name and Password Start Here For new users or people who are not familiar with the log-on process use this link for instructions and information on the User Name and Password.

  5. Link to Log-On Instructions Forgot or Never had A User Name and/or Password?State employees may request their password be reset using their own valid state of Idaho email address. At this time, for security reasons, we will not be able to accept any other email addresses. Please include your User Name and Agency Code in your email request to: Password Request When either of the links above are used you will be redirected to another window and will need to exit that window and return to this presentation to continue. When you return click Start Here

  6. From the Applications Menu Screen choose: “Employee Self-Service” Next

  7. Next The Self-Service IPOPS Application will Open

  8. When the mouse is placed on or over the “Self-Service” button two options will be displayed: There are two options: Views - view existing actions and complete actions that have previously been saved. Actions - create transactions. Click on Actions link to begin.

  9. When “Actions” is selected - an options menu will be displayed with a drop down arrow. Next Currently - the only action that is available is Medical and Dental Enrollment In the application Click on the “NEXT” button and the Medical and Dental Enrollment application will open.

  10. About the Application Next At the top of the page the following options will be displayed: Submit– will route the application to DSP and allow it to process. Save– will save the document in a draft status – to access saved documents through the ‘VIEWS’. Cancel– the main menu will be displayed without saving any changes. Help– will open the DSP (Division of Statewide Payroll) user manual. The manual will open to the Employee Self-Service portion.

  11. Next Next there will be a banner that displays the Office of Group Insurance Information:

  12. Next Below the banner is the application: • In addition to the actual changes in the application, the only mandatory field is: • Marital Status • All other fields are dependant on what is changing. • Information that is available from the DSP employee record will be populated.

  16. Next • There are three different types of fields, to work with in the Self-Service application: • Text Boxes • Radio Button / Check Boxes • Drop Down Menus

Next • Text Boxes – • When working with text boxes type in a value. • There are error messages if a specific format is required. • If the field requires a numeric value, alpha characters cannot be entered. • If the field requires an alpha response, numeric characters cannot be entered. • Special Characters are not allowed.

  18. For Example: Next Click OK Delete the information in the box by pressing the delete key. Type in the new value. Note - type over is only allowed if the entire text box is highlighted, such as

  19. Next Radio Buttons or Check Boxes– for items that have these options, check the appropriate button or box to indicate the appropriate selection. Or

  20. Next Depending on the option selected, additional fields may be needed. For Example: When the Married option is selected, options will be displayed for the marriage type and also a text box to enter the date.

  21. Next Drop Down Boxes– for items that have these options, select the appropriate response by clicking on the desired value. If an item is selected and needs to be changed or removed, that can be done by clicking on the drop down and selecting a different option, or by selecting the blank at the top of the box.

  22. Next There is one additional feature that may be used. When entering information for dependents, additional lines may be needed. Click the and information boxes for another dependent will be displayed.

  23. Next As many lines as needed can be added.

  24. Next Navigation –within the application, click in the radio buttons to select an item, or click in the text boxes to type responses. Use the tab to advance between fields and the Shift + Tab to go back.

  25. Next Submit - When the application is completed, press at the top of the page. After submitting a document, the “Statement of Understanding” will be displayed – there may also be a pre or post tax statement that will need to be accepted.  At the bottom of the “Statement of Understanding”, there are options to Accept or Not Accept. Click the “I Accept” to sign and date the application.

  26. Accept to Continue – the application will be submitted and the IPOPS Self-Service home page will be displayed. If the do not accept is clicked the application will be displayed. Use cancel to exit from there. If a close (exit) is done at this point, an application will be created and can be accessed from the views. If another application is saved or submitted - the existing application in the views will be replaced. Next

  27. Next In order to view completed or saved documents go to: Views

  28. Next Views Use the views to: Open and complete any Health and Dental forms that were previously created and saved. View previously ‘Saved’ or ‘Submitted’ Health and Dental forms.

  30. Next Fields in the View: Form – displays the type of application that has been created, currently only enrollment applications are available in the Self-Service View. Effective Date – displays the date the transaction will take effect. For all Medical Open Enrollment applications this date is July 1st. Plan – displays the plan that was selected for that action. Blue Cross ID – displays the ID number, if one was entered when the application was completed.
