  3. What is Strategic Planning ? Strategic planning is the process by which an organization is determining the goals for the next years, the metrics of achievement of these goals, the track & milestones on the way. The full process coordinates strategic planning with the 3 – 5 year plan, which in turn is the framework of the yearly budget.

  4. Results to be expected from Strategic Planning  Definition of the vision for the future of the organization and of what the organization should accomplish to follow it.  Settlement of realistic goals and objectives consistent with purpose and vision.  List of a few key priorities.  Decentralized vision and objectives for all organizational units, consistent with the organization’s ones.  Metrics to measure progress.

  6. IEEE Strategic Planning - Vocabulary Core Purpose – Mission of the organization. Core Values – Beliefs that guide decisions and actions. Envisioned Future - Vision for the organization, with a 10-15 year horizon. “Big Audacious goal” – what the organization seeks to be or become; “Vivid Descriptions” - what conditions exist when the vision has been achieved. Goals - Outcome-oriented statements that define success in 3-5 years, and that contribute to the achievement of the 10-15 year vision. Objectives – Statements that help to measure incremental progress toward the goal.

IEEE Mission • to foster technological innovation and excellence for the benefit of humanity.   Be essential to the global technical community and to technical professionals everywhere, and be universally recognized for the contributions of technology and of technical professionals in improving global conditions.

IEEE 3-5 Year Goals • Industry and Practitioners - Industry professionals and their employers will value IEEE as a major resource to achieve success. • Education - IEEE will improve the professional competencies of students and professionals through education. • Global Advocacy - IEEE will increasingly be valued by the global community as a catalyst for a balanced dialogue on technology-related issues. • Image - The public will increasingly value the role of IEEE and technical professionals in enhancing the quality of life and the environment. • Members and Volunteers - IEEE members will increasingly find value and enjoyment through their involvement in the organization. • The Association - IEEE will operate as a model global association, with aligned purpose, energy, and infrastructure that facilitates the development and execution of coordinated strategy.

MGA Missions • Increase the value of IEEE membership. • Utilize member life cycle concept. • Provide a simple, consistent interface to members and prospective members. • Track member involvement and development. • Make the process of joining and maintaining membership simple and straightforward. • Facilitate member collaboration. • Become more transnational in look, feel and language. • Strengthen the relevancy of IEEE membership to industry.

R8SP Sub-Committee Goals • Look for big, innovative ideas. • Provide long-term (10 – 15 years) and a short term (5 years) strategic plan. • find synergies, and build on them to create more value at equal or lower costs.  • Think strategically (10-15 years out) and then refine some ideas and develop 5 years plans.  • Provide guidelines for use in Region 8, sections and committees to plan & implement strategies individually and collectively. • Find new ways of doing what we do, • find new things to do, all of which should provide greater value to the member and greater benefit to the profession.  • Provide training to sections to think strategically

  14. R8SP Sub-Committee Goals Must be consistent with MGA Missions & Goals. Find a way to reconcile the dual structure of IEEE in Region 8, Technical and Geographical, To increase member engagement.  To improve relationships with and between members.  Find constructive proposals to enhance Transnational focus of IEEE, especially to take into account specificities of Region 8. Study – in conjunction with MGA staff, the possible implementation of IEEE offices in parts of Region 8 geographical extension, Find new ways to work with National Societies on a contractual basis.  Provide a process for bottom-up collection of ideas and proposals initiated in sections & committees.

Some questions to sections’ & committees’ chairs • From your point of view, • What’s working well today? • What’s not working well & have you proposals for amelioration? • What are the challenges that your section/committee will face in the next 1-3 years? • What are you expecting from Region 8 in order to make your section/committee more efficient? • How far is your activity and the activity of the profession impacted by the actual world crisis?

  16. Questions related to the important diversity of situations in Region 8 Region 8 may be defined from the USA as a kind of “rest of the world”. It includes countries with an history of leadership in technologies, countries with fabulous natural resources, and also 3rd world countries. Sections are asked to provide information on the following topics, insofar they impacts IEEE development in the next 3-5 years. Demographics • Social, Cultural and Consumer Values • Legislative and Regulatory Trends • Economic • Nature of the profession • Science and Technology

Region 8 Vision, Mission & Core values – Who We Are ? • What are for you the vision, mission & core values of Region 8 ? • What is the single most important outcome for Region 8 to accomplish in the next 10 years if there were no obstacles to success? • What will happen differently and better, and for whom, when this outcome has been achieved by Region 8 ?

  18. 3-5 Year Goals • What are Region 8’s strengths today? • What are Region 8’s weaknesses today? • What are the three greatest challenges or barriers to success that are likely to face Region 8 in the next 3-5 years? • What are the three most important outcomes for Region 8 to have accomplished in the next 3-5 years? • What actions do we need to take to achieve these outcomes?

SPC meeting – April 24th, 2009 Agenda: Strategic Planning of IEEE (presentation and discussion) Strategy of MGAB: Member focus; membership vs. business activities Possible modulation of IEL commercial practices; business in R8 Transnational positioning of IEEE Message from HQ Office in R8, with which missions and projects NIC for Africa and Central Asia Situation created by the economic crisis Conferences in R8 Positioning of IEEE with local engineers’ organisations and international organisations like CIGRE Company members: prominence of the sections’ actions Links with Region 10: Sibircon, Energycon, student activities

SPC meeting – April 24th, 2009 Proposed action points: Develop and manage New Initiatives for the development of IEEE in Africa and Central Asia (estimated size of the financial impact is over 100,000 $) Negotiate with IEEE HQ mission and projects (+ budget) to be given to possible office(s) and staff in R8 on the example of Singapour Develop joint activities R8 – R10, beginning with Sibircon, Energycon and Student Activities Disseminate documents related with sections’ experiences on the negotiation of company’s agreements dealt with locally
