Capacity Development for the Clean Development Mechanism Phase Two Jordan • The Ministry of Environment (MOE) in Jordan, through its Climate Change Unit (CCU) was identified as the Focal Point Agency (FPA) for the duration of the present project. • The CDM Project Unit formed and hosted by the Ministry is responsible for the execution of the project.

Capacity Development for the Clean Development Mechanism Phase Two Jordan • The expected duration of the project is three years starting in the first quarter of 2003. • Total effort required for the execution of the project was estimated to be 226 man-month. • Final duration and effort level are subject to modification in light of the inputs of stakeholders and allocated budget.

Capacity Development for the Clean Development Mechanism Phase Two Jordan • Task (1): Develop the capacity among national policy makers to: • (i) formulate a regulatory framework to deal with regulatory, legal, financial and technical issues that are unique to CDM projects; and • (ii) identify and apply baseline parameters in accordance with international agreements.

  10. Capacity Development for the Clean Development Mechanism Phase Two Jordan Output 1.2: Defined regulatory, legal, financial and technical guidelines to govern the development, validation, implementation, monitoring, verification and certification of CDM activities.

Capacity Development for the Clean Development Mechanism Phase Two Jordan BASELINE CENARIO BUILDING 1997 study entitled ( Building Capacity for Inventory & Action Plans in Jordan in Response to UNFCCC Communications Obligations (JOR/95/G31/1G/99)). This study aimed at defining the baseline scenario during the period 1995-2023 based on forecasted economic and demographic variables and the required energy and other infrastructural additions. In preparing this baseline scenario, two modeling packeges were used, the Energy and Power Evaluation Programme (ENPEP), and the General equilebriumModel. No GHG emissions abatement measures were considered in this baseline scenario.

Capacity Development for the Clean Development Mechanism Phase Two Jordan This long term reference baseline scenario if updated, can serve the requirements of decesion 17/CP.7 (Modalities and procedures for a clean development mechanism as defined in Article 12 of the Kyoto Protocol) to provide the reference guidelines for the validation and registration of future CDM projects. The construction of new basline scenario should employ the same (or equivelant) software pakages in order to determine reference baseline parameters during the planning period (e.g. 2003-2023).

Capacity Development for the Clean Development Mechanism Phase Two Jordan The additionaillty criterion will be applied to any suggested future CDM project, based on the results of this new scenario. To initiate this scenario, the following activities should be carried out: · General data collection for the proposed base-year (Macro-economic, demographic data, sectoral indicators, ect.) · Construction of the Macro-Economic Scernario (taking into account the government restucturing plans and capital investment requiremnets). · Develop long-term energy demand forecast

The estimated duration of the above listed activities is six months, with an effort of 18 man-month. Output 1.3: Defined baseline parameters END OF TASK ONE

Capacity Development for the Clean Development Mechanism Phase Two Jordan Task (2): Support the establishment of national organizational and institutional framework to identify, asess, validate and implement CDM projects and to facilitate subsequent monitoring, verification and certification activities. Activities to implement Task 2: · Idetify the possible organizational and institutional alternatives: entity within MOE, independent entity, and the possible role of NGOs based on the output of previous activities and disscussions with representatives of relevant agencies. duration one month, effort 3 man-month.

Capacity Development for the Clean Development Mechanism Phase Two Jordan · Examination of cons and pros of each alternative, the necessary institutional, regulatory and legal adjustments for each alternative and recommending the best organizational and institutional structure (taking into consideration Output 1.2 from Task1). This activity will include meetings with key policy makers andrepresenatives from the legislative authority. duration two months, effort 6 man-month. ·Conduct a national workshop to present and disscuss the recommended organizational and institutinal option. duration one month, effort 2 man-month.

Capacity Development for the Clean Development Mechanism Phase Two Jordan ·Based on the outcome of this workshop, a revised recommendation for the institutional and organizational framework of the national CDM entity will be issued. duration one month, effort one man-month. ·After issuing of official approval to establish the CDM entity, interview and recommend appropriate staff. duration four months, effort 10 man-month. ·Based on staff interviews, recommend a trainig programme to develop capacity within the CDM entity. duration one month, effort two man-month. ·Design annual and periodical reporting system to be adopted by the CDM entity, performance indicators to facilitate periodical internal auditting. duration three months, effort 6 man-month.

Activities to implement Task 3: ·Identify a set of project developers in the private and public sectors (power producers, large industries,etc.) to be targeted in assessing their capabilities regarding identification and developing CDM eligible projects. duration two months, effort 4 man-month. In order to assess capacity needs of key CDM projects developers, comprehinceve survey shall be carried among the identified agencies and persons:

Capacity Development for the Clean Development Mechanism Phase Two Jordan Based on the findings of the above mentioned activities; ·Design and develop training materials for CDM project developers in public and private agencies. duration two months, effort 8 man-month. ·Conduct training seminar covering the capacity needs identified for CDM project developers. duration two months, effort four man-month. Output 3.1: Strengthened set of national public and private sector project developers who are knowledgeable of CDM project requirements and are capable of working with the CDM regulatory to gain approval for proposed CDM projects.

In order to assess capacity needs of financial institutions a comprehinceve survey shall be carried among the local banks and financial foundations: ·A relevent detailed questionnaire will be designed. duration one month, effort two man-month. ·Quesstionnaire pretesting and validation duration one month, effort two man-month. ·Field survey, distribution and completion of the questionnaire, through personal meetings duration two months, effort three man-month.

Output 3.2: Increased understanding of the national financial community/banks of the potential value associated with the emission credits of CDM projects.

Output 3.3: Enhanced capacity within public and private research institutions to support validation.

Capacity Development for the Clean Development Mechanism Phase Two Jordan Upon the establishment of the proposed CDM entity, the following on-going activities should be carried out in close cooperation with CDM entity’s personnal: ·Conduct CDM investment promotion seminars, in which international parties interested in CDM projects are introduced to national CDM project opportunities and counterpart project developers and bankers. ·Develep and maintain a data base that is accessibale via the internet that will help match international parties intersted in CDM projects with national counterparts and opportunities. ·Institute a programme to actively promot CDM project opportunties in association with national investment plans and targetsز

  27. Capacity Development for the Clean Development Mechanism Phase Two Jordan The CDM entity may employ experts in order to provide technical assistance to acomplish the above mentioned activities. In case these activities should be prepared in parallel with other tasks, the preleminary estimate of required effort is tweleve man-month and a duration of one year. Output 3.4: Active collaboration to secure support for potentail CDM projects of national public and private sector project developers and banks with equivalent international counterparts. Capacity Development for the Clean Development Mechanism Phase Two Jordan Task (4): Support the creation of a pipeline of CDM eligible projects and the institutional capability to help attract potential CDM investors. Activities to implement Task 4: ·Review the previous studies in order to prepare a list of already indentified projects that can be validated as CDM projects, (energy conservation studies carried out in different sectors, such as industry, transport and commercial buildings, recommended several energy conservation measures). These measures when implemented properly will help in reducing energy consumption and GHG emissions. duration four months, effort six man-month.

Output 4.1: National portfolios of validated CDM eligible projects. ·
