  7. BGM – Final Construction Phasing • Phase II – Mainline Pavement Rehab. • Nightly Closures from 9:00 pm to 5:30 am • 40 Calendar Days (overlap with Phase I)

  8. BGM – Final Construction Phasing • Phase III – Lighting/Shoulders within 10-28 RSA • Nightly Closures from 1:00 am to 5:30 am • 7 Calendar Days (overlap with Phase I)

BGM – Project Summary • Contractor had difficulty with paving process (material, paving subcontractor). • Project was shutdown for season at the intersection with 10-28, balance was completed in the Spring. • No runway opening penalties, but significant damages accessed for missing completion date. • No aircraft diversions or delays.

  10. Elmira Corning Regional Airport • Primary RW 6-24 (7600’ x 150’) • Secondary RW 10-28 (5200’ x 150’)

  15. ECRA – Final Construction Phasing • Phase III – Intersection Closure 12:00 am to 5:30 am September 12th to 17th • Phase IIIa – Taxiway C Intersection closure from 8:00 pm Sept. 12th to 5:30 am Sept. 17th.

ECRA – Project Summary • Late start due to OST grant clearance • Subsequent to full closure all CL Light infrastructure, new edge lights, 1st lift of asphalt was in place • Balance of paving, light installations, grooving completed in nightly closures • No aircraft delays or diversions caused by project • No contractor liquidated damages

  24. SYR – Project Summary • Mid-August to Mid-October schedule • Completed on time, with a full slate of work on the 60th day • Minor signage and electrical vault work outside of 60 day schedule • No aircraft diversions or delays • No damages accessed to the contractor

Summary • Communication • Design Process, clearly define the pros and cons of each approach • Remain open, do not force preconceived notions of how the project must get done • Listen: there are a multitude of voices to be heard, each with a unique perspective • Clearly define the project requirements and engage your contractors
