ISM Feed Back and Improvement Best Practice 1EMS Management Review Process Institutional Level review is a roll up of labwide issues Lab Level Review High Energy Nuclear Physic (Four Separate Reviews) Basic Energy Science National Synchrotron Light Sources Energy Env. & National Security Life Sciences Facilities & Operation ESH&Q/ Directors Office/CEGPA and Balance of Plant EM Issues Rolled Up from Line Mgmt Reviews • Integrates OHSAS and EMS documentation • Revise Management Review process to stimulate better feedback • Improve document control processes and technical support Facility Level reviews focus on details and specifics most meaningful to Line Organizations

Needs ImprovementFlow Down of Worker Requirements • ISMS audit by HSS identified that some environmental training and requirements were not fully understood by line workers • Current System is the BNL Work Planning Process • Experimental Safety Review Forms • Process Assessments • Work Permits • Environmental Compliance Reps • Job Training Assessments • Although the above processes are designed to capture and flow-down environmental requirements, improvements are needed to ensure workers are informed

Needs ImprovementFlow Down of Worker Requirements • Specific Example • Workers were handling solvent wipes appropriately (non-hazardous waste) but did not understand when it might become hazardous. • Potential Corrective Action • BNL Job Risk Assessment forms may be a solution to integrate environmental issues into a safety based risk assessment form. • Actual corrective action to be determined.

Feedback • How did the activities described by your topic improve your ISMS? • The requirement for Management Reviews in each Directorate strengthened the directorate focus in ISMS issues • Placing Environmental Aspects into ESR’s and Hazard Analyses increases environmental awareness of Scientific Staff. • What are the key points that others in the DOE complex can use? • Modify existing ISMS procedures when integrating EMS • Get folks involved at ALL levels of the organization through core teams and management review. • What is the best way for that information to be shared with the people who can use it? • Direct contact with Site EMS Staff - John Selva – 631-344-8611 • Resource Sharing – Request Internal Audits from other DOE sites
