REGIONAL AIR NAVIGATION PLAN • Operational Requirements for facilities or services are established through Regional Air Navigation Agreement and are indicated in the Regional Air Navigation Plan. • Asia and Pacific Regions Air Navigation Plan (Doc 9673) • Since 1997, the Plan is in two volumes • Volume I – Basic ANP • Volume II – Facilities and Services Implementation Document (FASID)

BASIC ANP Doc 9673 Volume I • ATN Transition Plan envisages increase Bandwidth and upgraded protocols for trunk circuits • ATN development to be in evolutionary and cost effective manner • ATN infrastructure expected to be implemented in three phases • Phase 1: Upgrade existing AFTN circuits where necessary to support the introduction of the ATN Backbone Boundary Intermediate Systems (BBIS) • Phase 2: Implementation of the ATN regional BBIS and • Phase 3: Implementation of supporting ATN BIS • States should consider establishment of gateways, where required to allow inter-operation between AFTN and ATS MHS

FACILITIES & SERVICES IMPLEMENTATION DOCUMENT VolumeII, Doc 9673 • Asia and Pacific Regions Air Navigation Plan (Doc 9673), Volume II called Facilities and Services Implementation Document (FASID) contains details of the facilities and services required to be provided in order to fulfill the basic requirements of the plan and are as agreed between the provider and the user States concerned. • Such agreements indicate a commitment on the part of the State(s) concerned to implement the requirement(s) specified. • Most of the ASIA/PACIFIC FASID originated from the recommendations of the Third ASIA/PAC Regional Air Navigation Meeting (ASIA/PAC RAN/3) held in Bangkok in 1993 and Conclusions of Asia Pacific Planning and Implementation Regional Group.

DOCUMENTATION • First version of the Documentation Tree was developed by ATN Task Force in 2002 and was adopted by APANPIRG through its Conclusion 13/14. • The tree was further developed in 2003, 2004 and 2005 to include the updated planning documents • Currently Version – 3 is available on the website indicated • The Document Tree contains all the ATN implementation related documents except ICAO Annex 10, ICAO Doc 9705, Doc 9880, Doc 9796 and Doc 9739.

REGIONAL STRATEGY • In order to provide guidance to the States on the matters relating to the implementation of Aeronautical Telecommunication Network (ATN) in the region and to ensure uniform and harmonious deployment, APANPIRG adopted a Regional Strategy in its Sixteenth Meeting held in Bangkok from 22 to 26 August, 2005. • APANPIRG/17 held in Bangkok from 21 to 25 August revised this Strategy and included the provision of dual stack (OSI and IPS) for the region. • Strategy is being reviewed to consider the developments that are taking place currently

DOCUMENTATION • In addition to the guidance material developed by ICAO HQ, Asia and Pacific Region has developed additional 25 ATN Related documents since 1999. • These documents can be accessed on ICAO Asia and Pacific Region Website at the address • http://www.bangkok.icao.int or • http://www.icao.or.th • Some of the documents can be accessed using password only. This password is known to the ATN Focal Points in your administration.
